In just two days, a "rumor case involving the epidemic" completed a major reversal.

On January 18, the police in Xianyang, Shaanxi Province, reported that Binzhou City under the jurisdiction of Xianyang had investigated and dealt with a "rumor case related to the epidemic", and the man Li Moumou posted in the villagers' WeChat group that "nucleic acid cannot be done immediately after vaccination, otherwise it is positive", and was fined 500 yuan by the local police in accordance with the provisions of Article 25 of the Public Security Administration Punishment Law.

On January 19, the Xianyang police issued another notice saying that after review by the Binzhou police, Li Moumou's behavior did not constitute an illegal act, and the administrative punishment decision made against him had been revoked. The Binzhou police have apologized to the parties, returned the fines, and initiated accountability procedures for those responsible.

Such a "decisive" reversal was not easy to come by. Behind the great reversal is the timely awakening of the local police. After this "epidemic-related rumor case" was exposed, it quickly stirred up a lot of waves in the field of public opinion. Many people disagree with the Pyinzhou police's approach. People have spoken on the Internet, complaining about Li Moumou, the person involved in the "tragic fine". As a result, the relevant terms once appeared on Weibo's hot search. In view of this public opinion, Xianyang police officials quickly deleted the content of the first briefing. The Binzhou police also immediately launched the case review mechanism, did not hesitate to "punch themselves in the face", and immediately withdrew the case from the "epidemic-related rumor case", formally apologized to the parties, returned the fines, and launched accountability procedures for the relevant responsible persons. This posture of respecting public opinion, knowing mistakes and admitting mistakes and correcting mistakes in a timely manner deserves praise.

However, this is not enough to mask the problems behind the great reversal. First, in this "epidemic-related rumor case", the performance of the Binzhou police is too "amateurish". The person involved, Li Moumou, just sent a message in the WeChat group in his village that "after the vaccine can not be directly done nucleic acid, otherwise it is positive", reminding the villagers that it is not too late to wait for the nucleic acid test to be done. What he does is full of good intentions, and what he says has no basis. In the process of prevention and control of new crown pneumonia, relevant departments and experts have reminded more than once: in order to reduce the false positive results of nucleic acid tests caused by nucleic acid fragments of vaccine strains in the vaccination area, nucleic acid testing can be carried out only after 48 hours of vaccination against the new crown virus vaccine. In September 2021, the Comprehensive Group of the Joint Prevention and Control Mechanism of the State Council in Response to the Novel Coronavirus Pneumonia Epidemic issued the Guidelines for the Implementation of Nucleic Acid Testing for the Novel Coronavirus for All Employees (Second Edition). In the "Personnel Requirements" section of nucleic acid testing, the guidelines clearly state that "the person being sampled cannot be vaccinated against COVID-19 for 48 hours before sampling". From this point of view, Li Moumou's group chat remarks are not "epidemic-related rumors" at all. The Binzhou police are on the front line of epidemic prevention and control, and they lack the necessary understanding and respect for the relevant epidemic prevention knowledge, which is really undeserved.

Second, in this "epidemic-related rumor case", the approach of the Binzhou police is too simple and rude. The person involved, Mr. Li, only reminded the villagers of their fellow villagers out of goodwill in the WeChat group in the village, and the local police actually determined that his behavior "fabricated facts disturbed public order" and "seriously affected the normal progress of vaccination work", and quoted Article 25 of the Public Security Administration Punishment Law to impose a fine of 500 yuan on Mr. Li. It's also too far-fetched, too harsh, too fussy. This is by no means what "law enforcement for the people" should look like, and it is definitely not the posture that "strict, standardized, fair, and civilized law enforcement" should have.

In this sense, we are happy to see the great reversal of the "Binzhou epidemic-related rumor case", and we are even more happy to see that this great reversal is based on the sincere repentance of the local police.
