Since January 1 this year, the Regulations on Public Spaces on Riverside Waterfronts in Huangpu, Shanghai, Jiangsu Prefecture have been officially implemented, and the supporting facilities of the relevant environment have also become a topic of social concern. After investigation, Mo Binbin, deputy to the Municipal People's Congress and vice chairman of the Municipal Disabled Persons' Federation, found that there are shortcomings in the construction of the barrier-free environment of the "one river and one river" waterfront public space, which needs to be paid attention to and improved.
The so-called barrier-free environment refers to an environment that facilitates the independent and safe passage of all members of society, such as the disabled, the elderly, women, children and other members of society, to enter and exit buildings and their ancillary facilities, to take public transportation, to obtain, use and exchange information, and to obtain social services.
According to statistics, there are 595,000 licensed disabled people in Shanghai. At the same time, with the deepening of the degree of aging, the proportion of special groups with limited mobility has been expanding. "Further strengthening and improving the barrier-free environment for the disabled, the elderly and other special groups is an important part of building Shanghai into a socialist international metropolis, and it is also an important symbol of the city's temperature and soft power."
Mo Binbin found that the shortcomings of the barrier-free environment construction of "one river and one river" are mainly manifested in the incoherent barrier-free passage, the wheelchair can not complete the whole process of passage independently, etc., and there is also a lack of barrier-free navigation maps and barrier-free signs, such as not marking the location of barrier-free toilets or elevators on the map, so that people cannot quickly find the required barrier-free service facilities. In addition, there is also a shortage of barrier-free information exchange services, the inability to provide scan code text introduction and sign language services, and the existing barrier-free facilities do not meet the standards.
In this regard, she suggested that, in conjunction with the construction of Yangpu Riverside Public Space, promote the pilot construction of the barrier-free environment of "one river and one river" waterfront public space in the area, form a model for the construction of barrier-free environment of "one river and one river" waterfront public space, summarize the experience of barrier-free environment construction of Yangpu Riverside Public Space, compile and complete the "One River and One River" waterfront public space barrier-free environment construction design guidelines, follow the guidelines to gradually promote in the city, synchronously establish maintenance and management mechanisms, clarify work responsibilities, formulate work standards, and manage them 3. The maintenance situation is assessed and evaluated, and the results are disclosed to the public.
She also suggested that in the process of promoting the construction of a barrier-free environment for the "one river and one river" waterfront public space in the jurisdiction, the relevant districts should take the initiative to listen to the opinions of the disabled, the elderly and other groups, and standardize the barrier-free construction behavior from the source. For the completed venue facilities, they should be invited to experience, find deficiencies, and rectify in a timely manner.
