At the technical level, the demonstration area adheres to the parallel technical route of "bicycle intelligence + network empowerment" and chooses the integrated development path of vehicle and road cloud, including the coordinated promotion of the five major systems of "vehicle road cloud network map" and the construction of new infrastructure. In addition, we will provide core technology research support for enterprises in "card points" and "difficult points", and gradually standardize data security and data governance.

At the policy level, Beijing has set up a policy pilot zone for intelligent and connected vehicles on the basis of a high-level autonomous driving demonstration area, and has built a moderately advanced "2+5+N" policy system. It has taken the lead in realizing the allocation of right-of-way for unmanned delivery vehicles, issuing unmanned test policies, pilot policies for commercialization of travel services, morning and evening peak tests, and mutual recognition policies for off-site tests.

At the capital level, it focuses on enterprises in the high-level autonomous driving supply chain of vehicle-road-cloud integration. Through market pull, industrial investment, entry into the zone policy, talent support and other ways to support the development of enterprises, at the same time with some capital institutions to form a relatively fixed intelligent networked vehicle investment team, with state-owned background capital as a lever to leverage social capital entry, under the guidance of policy to achieve capital direction, targeted investment in the industrial chain of the upstream, middle and downstream technology front of the high-tech enterprises in the region.

It is worth noting that compared with "autonomous vehicles", "intelligent networked cars" appear more frequently in Kong Lei's speech. At the same time, Kong Lei has also mentioned the "integration of vehicles and roads and clouds" many times. In the planning of the demonstration area, the intelligent management of the future city will be closely linked to the intelligent use of vehicles - vehicles are not only personal travel tools, but also an important part of smart cities.

Similarly, the Ministry of Industry and Information Technology has repeatedly emphasized the development of intelligent and connected vehicles in the past two weeks. For example, on January 13, the Ministry of Industry and Information Technology said that it will promote the development of the intelligent connected vehicle industry into a new stage of multi-scenario demonstration and application from four aspects: top-level strategic planning, technological innovation capabilities, network facility deployment, and test application demonstration. In the future, we will further strengthen the consensus of collaborative development of "bicycle intelligence + network empowerment", and accelerate the integration and innovation of key common technologies such as operating systems, high-precision sensors, and wire control chassis.

In this regard, CICC and Guosen Securities believe that the two technical routes of the Internet of Vehicles and Bicycle Intelligence are parallel, which is expected to accelerate the layout rhythm of intelligent networked vehicles and achieve fully autonomous driving through collaborative perception, decision-making and control.

As the car intelligence enters the second half, the high cost of software and hardware will lead to the large-scale civilian use of high-level autonomous vehicles, and analysts pointed out that the Internet of Vehicles technology can effectively reduce the cost of lidar specifications and high-precision map collection, greatly alleviating the cost pressure of the car.

In the industrial chain, C-V2X is an important direction of national policy. Overall, the total size of the domestic vehicle networking market in 2025 is expected to exceed 200 billion yuan in 2025.
