In his speech, Kong Lei, deputy director of the Management Committee of the Beijing Economic and Technological Development Zone and director of the Beijing High-level Autonomous Driving Demonstration Zone Office, mentioned that this year, the demonstration area will also start the construction of phase 3.0 to expand to a larger area of Beijing.

Kong Lei said that at present, the "new four modernizations" with electrification, intelligence, networking and sharing as the trend are reshaping the new pattern of China's automotive industry. Under the goal of "double carbon", intelligent network connection is gradually becoming the core of the automotive industry chain and the decisive point for high-quality development of the industry. As a carrier with a high concentration of chips and artificial intelligence, intelligent networked vehicles have special development needs, and need to increase support in three aspects: policy, technology and capital.

In September 2020, Beijing officially established the Beijing High-level Autonomous Driving Demonstration Zone, and set up a leading group and a working office to coordinate the resources and forces of various departments and all walks of life, forming an organizational form that is closely integrated with the government, academia, industry, investors and other aspects, so as to promote the development of intelligent networked vehicles and automatic driving.

Kong Lei said that at the technical level, the demonstration area adheres to the parallel technical route of "bicycle intelligence + network empowerment" and chooses the development path of vehicle-road cloud integration. In the future, the definition of vehicles will not be limited to the vehicle itself, but as an intermediate link in the development process of smart cities. In the future, the intelligent management of the city and the intelligent use of vehicles will be closely linked, and the vehicle is not only a personal mobility tool, but also an extension of urban intelligence and an integral part of urban intelligent transportation. Therefore, the development of intelligent networked vehicles is inseparable from the coordinated promotion of the five major systems of "vehicle road cloud network map" and the construction of new infrastructure.

Kong Lei introduced that the economic development zone, as the actual carrier of the construction of the demonstration area, has completed the construction of the 1.0 stage of the demonstration area, successfully practiced the concept of "multi-pole integration, multi-sensor integration", and realized the construction of intelligent networked roads of 12.1 kilometers of urban roads and 10 kilometers of highways. The 2.0 stage of the demonstration area will be built to cover 60 square kilometers of intelligent network roads in the core area of the economic development zone, and the overall construction is nearing completion, and the joint commissioning and test work is underway.

"After preliminary work, the demonstration area has initially realized the large-scale testing of high-level autonomous vehicles, built a cloud control basic platform with a unified data base, a dedicated communication network and a high-precision dynamic map platform, and initially established a network cloud control external service capability to achieve vehicle and road data fusion and reduce construction costs." Kong Lei said that this year, the demonstration area will also start the construction of the 3.0 stage to expand to a larger area of Beijing.

Kong Lei introduced that the existing construction results have also helped Beijing to successfully be selected as one of the first batch of smart city infrastructure and intelligent networked vehicle collaborative development pilots awarded by the Ministry of Housing and Urban-Rural Development and the Ministry of Industry and Information Technology, and the pilot project of new infrastructure construction of the National Development and Reform Commission. Second, the development of intelligent and connected vehicles needs policy support. As a product different from the previous form, intelligent networked vehicles need to adhere to innovation-driven policies in the process of exploration and advancement. In 2021, in order to break through the restrictions of the original road test policy on the development of intelligent and connected vehicles, Beijing set up the Beijing Intelligent Connected Vehicle Policy Pilot Zone on the basis of the high-level automatic driving demonstration area to promote the relevant policies to be tried first. At present, it has built a moderately advanced "2+5+N" policy system, relying on two top-level design documents, deriving five major types of management systems from the environment, speed, and three-dimensional model of models, matching N basic support measures, covering many stages such as road testing, demonstration applications, and commercial operation services of intelligent connected vehicles, creating a "policy-friendly" intelligent connected automobile industry development business environment, and providing strong support for the application and promotion of new products, new technologies and new models of intelligent connected vehicles. It has taken the lead in realizing the right of way distribution for unmanned delivery vehicles, issuing unmanned test policies, pilot policies for the commercialization of travel services, morning and evening peak tests, and mutual recognition policies for off-site tests, etc., and will update and iterate on the policies in the future, explore and improve the regulatory model, and realize the benign interaction of technological development and supervision. On the basis of policy innovation, many enterprises have successively opened up urban application scenarios such as autonomous taxis, unmanned distribution, unmanned retail and microcirculation connection, creating a better environment for the development of intelligent and connected vehicles, and contributing the "Beijing experience" to the industry and the country.

Third, make good use of capital power to boost the industrial ecology. The ecological vitality of industrial clusters has a key role in the development of regional industries, the current Beijing Economic Development Zone is one of the most active areas of the industry in Beijing, we will accelerate the layout of the intelligent network new energy vehicle industry chain, focus on the integration of vehicles and clouds high-level autonomous driving supply chain enterprises, and enterprises to build an industrial ecology, through market pull, industrial investment, into the zone policy, talent support and other ways to support the development of enterprises; at the same time with some capital institutions to form a relatively fixed intelligent networked vehicle investment team, Explore appropriate working mechanisms and models, use state-owned background capital as a lever to leverage social capital to enter, form a joint force, and realize that capital has a direction and is targeted to invest in high-tech enterprises in the region in the front line of the upstream, middle and downstream technology of the industrial chain under the guidance of policies.
