Zhang Ying said that the "bigness" of the large model is not only that it has many parameters for scale, but also that it can overcome the limitations of traditional artificial intelligence and bring huge potential and broad application scenarios. In September 2022, Shanghai issued the country's first provincial-level local regulation on artificial intelligence, "Shanghai Regulations on Promoting the Development of Artificial Intelligence Industry", which clearly states that it is necessary to further increase the supply of factors and consolidate the foundation for the development of the artificial intelligence industry.
