"Specialized and specialized", the industry hot word and investment hot word in recent years. As early as 2011, the Ministry of Industry and Information Technology issued the "Twelfth Five-Year Plan for the Growth of Small and Medium-sized Enterprises" put forward this term, after more than 10 years of cultivation and development, has begun to take shape and effect. The meeting of the Politburo of the CENTRAL Committee held on July 30, 2021 proposed to accelerate the solution of the 'card neck' problem and develop "specialized, specialized and new" small and medium-sized enterprises. "Specialized, specialized and new" small and medium-sized enterprises refer to small and medium-sized enterprises with the advantages of specialization, refinement, specialization and novelty, mainly concentrated in the fields of advanced manufacturing and modern service industries. At present, Shanghai has 3,005 "specialized special new" enterprises (accounting for 7% of the country), 262 specialized special new "little giant" enterprises (accounting for 5% of the country), has emerged such as Baichu Electronics, Zhijiang Biological, Pure Technology and other 26 listed companies, Weier Semiconductor, Huafeng microfiber and other manufacturing single champion enterprises.

Yu Gang believes that:

Over the past 40 years, relying on the demographic dividend, relying on the policy dividend of reform and opening up, and through hard work, we have achieved economic transcendence. In the future, we must rely on scientific and technological innovation, rely on technology to improve the quality of the economy, and achieve the transcendence of economic strength. Specialized and new "small and medium-sized enterprises" will play a pivotal role in promoting.

Lack of incubation platforms that integrate resources

"Specialized and specialized" enterprises are small and medium-sized enterprises, mainly concentrated in a single subdivision, in the long-term stage of tackling tough problems and technological innovation, while most private enterprises. Therefore, such enterprises will inevitably encounter some bottlenecks in the process of development.

Luo Shanying pointed out that at present, there are problems such as the lack of in-depth understanding of the concept of the work of the city's "specialized and special new" small and medium-sized enterprises, the lack of counseling for the intended declaring enterprises, and the vague development path of the evaluated enterprises in the next stage.

"Since the 'specialized special new' small and medium-sized enterprises are the qualification concept launched in recent years, especially the national level of 'special special new' small and medium-sized enterprises were the first batch of 2018 selection, so far only a total of 3 batches of nearly 5,000 enterprises have been evaluated." Therefore, many staff members do not know the concept and stratification of 'specialized special new' small and medium-sized enterprises, and their learning is not deep, and even in a certain administrative region, they mistakenly consider the district-level 'specialized special new' enterprises as national -level 'specialized special new' enterprises, and match the bank loan amounts that do not match the match, causing an oolong incident.

In addition, for the national "specialized, special new" small giant enterprises as an important reserve force to log on to the Beijing Stock Exchange, and to formulate 10 billion yuan of bonus subsidies and cultivate 10,000 state-level "little giant" enterprises from the national level, Shanghai currently lacks supporting policies or cultivation paths; for the "specialized, special new" small giant enterprises, "specialized, special new" municipal enterprises, the follow-up construction and growth of support, support has not yet been fully landed, or how to dock the Shanghai main board, the science and technology innovation board has not yet seen a clear plan.

Lack of resource sharing platform, insufficient allocation of innovation ecological synergy; lack of strong capital support, poor basic conditions for innovation and research and development; lack of craftsmanship spirit of excellence, less opportunities for fault tolerance and correction... In short, the lack of an incubation platform that integrates resources to serve it is the biggest bottleneck in the development process of "specialization and specialization" summarized by member Yu Gang. In his view, "unicorn" enterprises, "small giant" enterprises are often unknown in the growth process, they are often not too concerned about talent, land, finance and taxation, investment, etc., the government, investment institutions, banks and other resource departments support and support is not enough, many small and medium-sized enterprises face the phenomenon of "working alone, groping", and their talent and capital pressure often hinders their further development.

Efficient and accurate docking to government service resources

The development of "specialized, specialized and new" small and medium-sized enterprises needs the empowerment and support of the government and all aspects of society, and the entrepreneurial incubation platform is an indispensable and powerful support for its development process. Yu Gang suggested that when implementing the plan to cultivate "specialized and specialized" small and medium-sized enterprises, the cultivation of entrepreneurial incubation platform enterprises should be taken into account and included in the same policy incentive objects as high-tech enterprises and small giant enterprises; and the city's industrial funds and venture capital funds should be guided to increase financial support for entrepreneurial incubation platforms. Establish an appropriate fault-tolerant mechanism to alleviate the short-term financial pressure of small and medium-sized enterprises and incubation platforms; disclose the declaration information of science and technology financial support funds, so that small and medium-sized enterprises can obtain support for various types of science and technology entrepreneurship funds in a timely manner.

Luo Shanying also pointed out that for enterprises that have obtained the qualification of "specialization and special new", especially the municipal "specialization and special new", it is even more necessary to take further support for development policies and point out follow-up paths, such as providing credit lines and suitable bond varieties for municipal "specialized and special new" enterprises, recommending products and technologies of municipal "specialized and special new" enterprises to large enterprises, increasing the proportion of "specialized and special new" enterprises in government procurement, etc., and boldly trying to "specialize and special new" at the municipal level in Shanghai. Enterprises have become an important reserve force and fresh force for the Shanghai Science and Technology Innovation Board.
