The meaning of this sentence is that Zhuge Liang's talent actually lies in governing the country, and leading soldiers to fight is his weakness, Zhuge Liang was cautious all his life, not to mention the repeated plots in the "Romance of the Three Kingdoms".
In writing the Romance of the Three Kingdoms, Luo Guanzhong described Zhuge Liang's clever calculations and image very successfully, but because he could not tamper with the historical ending, his depiction of Zhuge Liang had not yet reached perfection. In the novel, the rise and fall of Shu Han is almost above Zhuge Liang's shoulders, and during his lifetime, Liu Bei's forces with the Five Tiger Generals were not unified, but after his death, the talent withered Shu Han could still stand for nearly 30 years, so it can be seen that Zhuge Liang is not irreplaceable, and there are not many people with his general talents in the Three Kingdoms.
