Recently, Mr. Li, a citizen, called the Beijing 12345 citizen hotline to report that the park used to have a beautiful environment and complete facilities, but in the past two years, the park has been neglected, the fountain has been closed, the toilet has been deactivated, and the trail is damaged, looking like it is going to be abandoned. Why is there a sign of abandonment in a park that has been open for more than 7 years? Can the park be restored to its former state?

At 10 o'clock in the morning, the weather was sunny, and there were less than 10 tourists in Lucheng Central Park in Tongzhou District. Near the north gate of the park, a row of stone guardrails has been damaged, and outside the guardrails is a deep ditch of two or three meters, and Ms. Wang, a citizen who is walking around the bend, noticed this situation and hurriedly called her little granddaughter to stay away from here.

Ms. Wang: I'm afraid she will fall! This guardrail was broken for a long time and no one cared about it. It is not safe for children to walk here, and there is a drainage ditch under the guardrail. This park used to be very green, why is there no one to repair it now?

Lucheng Central Park is located on the east side of the East Sixth Ring Road, on the north side of Luyuan North Street, and there are many communities nearby, such as Yueji Garden and Bauhinia Garden. According to public information, the park was officially opened on November 19, 2014, covering an area of 280 acres, planting more than 20,000 trees of various types and nearly 90 kinds of flowers and plants. Nearby residents said that when the park first opened, the environment here was beautiful and particularly lively.

Residents: There are many communities here, such as the Moon Season Garden, the Peony Garden, and the relocated community. This park is quite the main one, and the first two years ago with children to play and walk around are some, and now there are many fewer.

Residents: When it was first built, there were fountains, as well as various flowers, pavilions, promenades, red and willow green flowers in the summer, and there were originally special management and cleaning personnel.

On the day of the interview, the fountain in the center of the park was not activated, and a wooden boardwalk outside the perimeter was enclosed and closed, with the words "Please detour during maintenance" written on it. The only restroom in the park is locked, and the outer tiles of several sculptures have fallen off.

Tourist: Now it may be the people who clean up the park.

Tourist: The underground wooden boardwalk used to be walked by us, but now the plank is broken, and a sign is set up that says "Under repair", but this has not been repaired for two years.

Tourists: There are fewer tourists here than before, and the toilets are not open, especially the lesbians are inconvenient.

Why do Lucheng Central Park have these problems? The reporter consulted the duty officer of the park gatekeeper as a tourist.

Staff: In the past, this park was good, but now after returning to Beitou, it has been thrown here, saying that it is ready to be transformed and is waiting for construction.

Is there a repair or maintenance plan for the park? The reporter contacted the park's property rights unit Beitou Group, and the other party said that Lucheng Central Park has been included in the scope of land acquisition and demolition, so it only does basic operation and maintenance every day. According to the plan, basic service facilities will be built here in the future.

The reporter further learned from the Tongzhou District Housing and Construction Committee that this park was originally built by the Lucheng Town People's Government, and was included in the scope of the Lucheng Shed Transformation Area A Project in 2015, according to the current plan, this area will be a green space in the future. In October 2016, Beitou Group signed a demolition compensation agreement with the Lucheng Town Government and paid compensation, and the park should be demolished. However, considering the convenience of entertainment and life of the surrounding masses, Beitou Group did not carry out demolition in accordance with the requirements of government departments. In the near future, the closure or retention matters will be studied and implemented after the Spring Festival.
