"Strengthening the attraction of global high-end talents to settle in the Guangdong-Hong Kong-Macao Greater Bay Area" is one of the several suggestions that Jiang Weikai, a deputy to the Guangdong Provincial People's Congress and chairman of Guangzhou Haoyang Electronics Co., Ltd., brought to the conference this year. He believes that if we can explore and build a strategic highland of international innovative talents with high competitiveness, radiation and leadership in the Guangdong-Hong Kong-Macao Greater Bay Area, it will attract international senior talents to serve domestic enterprises. To this end, he proposed to create an integrated service platform for talents, science and technology and production in the Greater Bay Area.

Create a research and development model for all-weather exchange of international talents

At present, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area has formed a relatively clear pattern of capital and talent services, the development and flow of talents are more close and frequent, and it is more necessary to take advantage of the differences in the institutional mechanisms of Guangdong, Hong Kong and Macao through institutional innovation, so that the role of talent resources can be further released, and then take the lead in obtaining "innovative development potential" in the Greater Bay Area.

"Hong Kong and Macao have a large number of capabilities to attract international talents, and the guangzhou-Shenzhen area gathers high-tech enterprises, which have a strong demand for innovation. How to rationally plan and integrate the advantages of the three places will play a decisive role in the development of talent strategy. Jiang Weikai pointed out that at present, due to the establishment of the mechanism of innovation and talent in the Greater Bay Area, the large number of innovation needs of domestic enterprises and international high-end talents still need to be run into each other. To promote close interaction between enterprises, innovation needs, and high-end talents in the Greater Bay Area, it depends on the cooperation between Hong Kong and Macao and the Pearl River Delta region.

In this regard, Jiang Weikai believes that on the one hand, a talent cooperation platform and a cooperation coordination committee in the Guangdong-Hong Kong-Macao Greater Bay Area can be established, and the dislocation of resources in Hong Kong, Macao and Guangdong can be used to make R&D and talent services complement each other.

In his proposal, he proposed that Hong Kong and Macao can establish a "talent base" for enterprises in the Greater Bay Area and attract international talents based on the existing talent attraction advantages, and Guangdong can establish a high-tech enterprise research and development base with "Guangzhou + Shenzhen" and other regions as the core, and connect the common technical key points and needs of domestic enterprises with the "talent base". Create an all-weather exchange and research and development model for international talents across the two places without changing their life patterns.

How do I implement this pattern? Jiang Weikai further pointed out that the specifics include the establishment of the following talent cooperation zones: Guangdong-Hong Kong Cross-Shenzhen River Cross-Shenzhen Science and Technology Innovation and Entrepreneurship Talent Cooperation Demonstration Zone (mainly radiating the needs of high-tech science and technology talents in Shenzhen, Guanguan, Hui and other countries), Guangdong-Macao Hengqin Industry-University-Research Industry and Technical Talent Cooperation Demonstration Park (mainly radiating the industrial technology and talent demand of the Pearl River), and the Guangdong-Hong Kong-Macao Nansha High-tech Special Cooperation Park (relying on the Guangzhou Campus of the Hong Kong University of Science and Technology) (mainly radiating the industrial technology development needs of Guangzhou and Foshan). In the industrial park, the Guangdong side is responsible for proposing the demand for high-end technical personnel and the technical research and development tasks, including the demand for high-end technical talents, technology research and development tasks and product development and small test pilots, etc. The Hong Kong and Macao sides are responsible for international talent recruitment and R&D institution construction and operation and talent daily management services, including international talent recruitment and R&D institution construction and operation and talent daily management services.

Establish a joint talent training and intellectual property trading center

On the other hand, we will establish a joint talent training and intellectual property trading center to innovate cross-regional cooperation methods for talent growth and technological development.

Jiang Weikai proposed that a long-term talent training center in southern Guangdong (with Guangzhou and Shenzhen as the core) and a science and technology research and development and intellectual property trading center could be set up. First of all, joint education (for young talents), joint short-term training (for technical talents), international academic conferences (for academic talents and technical personnel), academic salons (for a wide range of industry technicians), technology, etc., can be used to attract international talents to participate in the process of domestic technical personnel training; secondly, through the construction of high-tech enterprise research and development bases or platforms, attract well-known enterprises in the Greater Bay Area and even all of China to enter, and settle their research and development bases in the Greater Bay Area, and support corresponding funds, incentives and taxes. Venues and other support to assist the transformation of domestic enterprises from labor-intensive to technology-capital-intensive development. Assist enterprises to change their business philosophy and model, from following the development to the independent development model; third, establish an intellectual property trading center, and settle the transaction of urgently needed technology and key common technologies in the Greater Bay Area, and attract talents, institutions and enterprises to contact and exchange with each other through capital means. It not only allows enterprises to see the vane and prospects of international research and development, and plans its own development route, but also allows international talents and institutions to participate in the flow of domestic technology and serve the technology input and output of the Greater Bay Area.

In addition, Jiang Weikai also suggested that the Greater Bay Area Talent Research Center can be established, using big data technology and human resources investigation and research to build a talent database, undertaking functions such as the talent market, government talent policy, legal research, local government coordination and industry contact, and releasing a white paper on talent development in the Guangdong-Hong Kong-Macao Greater Bay Area according to the needs of the government and enterprises.
