On the same day, the "Guangdong Province Administrative Measures for Hong Kong Motor Vehicles Entering and Exiting the Mainland through the Hong Kong-Zhuhai-Macao Bridge Zhuhai Highway Port" (hereinafter referred to as the "Administrative Measures") was promulgated, which clearly stated that applications for Hong Kong motor vehicle owners will be accepted from 9 o'clock on June 1, and from 0:00 on July 1, eligible Hong Kong motor vehicle owners can drive into Guangdong through the Hong Kong-Zhuhai-Macao Bridge Zhuhai Highway Port after making an appointment for customs clearance in Hong Kong. It is expected that about 450,000 Hong Kong motor vehicle owners will enjoy this policy dividend.

Four policy measures are the first of their kind in the country

Seven measures to facilitate the people

"Hong Kong Vehicle Northbound" will implement seven measures to facilitate the people and benefit the people, making it more convenient for car organizers and more convenient for cross-border driving traffic.

The application requirements are more lenient. "1 person, 1 car", 1 car can be equipped with 2 drivers. Hong Kong vehicle owners can apply as long as they are at least 18 years old, hold a Mainland Travel Permit for Hong Kong and Macao Residents, and have registered in their own name to own one Hong Kong motor vehicle (non-operating small passenger car with a length of less than 6 meters and no more than 8 seats including the driver). There are no quota restrictions, no investment taxes and specific status restrictions.

Travel more freely to and from the mainland. Hong Kong single-plate vehicles can enter the mainland directly without the need for metal number plates. The validity period of the e-licence is linked to the validity period of the Mainland compulsory insurance purchased, and shall not exceed 1 year. Vehicle owners are free to choose the time of travel to and from the Mainland, and Hong Kong motor vehicles can enter and leave the Mainland multiple times by appointment during the validity period of the license.

The licensing procedures are more simplified. Application is exempt from filling in forms and photocopying. Hong Kong motor vehicles registered within 6 years are exempted from submitting a certificate of conformity to the motor vehicle safety technical inspection.

Customs filing is more convenient. The "guarantee-free" policy is implemented for eligible Hong Kong motor vehicles, and the customs filing procedures are integrated into the overall application process of "Hong Kong vehicles going north", so that vehicle owners do not need to submit information or apply for documents at the customs office, so that the customs filing procedures can be paperless and handled online.

Faster border filing. Realize paperless filing and data sharing and sharing by border inspection departments, and eliminate the need for on-site collection and filing for drivers who have already completed border inspection and filing procedures for cross-border drivers in Guangdong, Hong Kong and Macao, or who have completed border inspection fast-track collection and filing procedures at any port in the country.

Online traffic violations and minor accidents are more hassle-free. After filing with the public security traffic management department, Hong Kong motor vehicles and their drivers can use the "Traffic Management 12123" App to query and deal with off-site traffic violations of motor vehicles, quickly handle minor traffic accidents, and facilitate Hong Kong car owners to drive in the mainland.

The relevant person in charge of the Guangdong Provincial Public Security Department specially reminded that according to the relevant provisions of the Administrative Measures, Hong Kong motor vehicles can only enter and exit through the Hong Kong-Zhuhai-Macao Bridge Zhuhai Highway Port and drive within Guangdong Province; During the driving period in Guangdong, the vehicle must hang the Hong Kong license plate, which must not exceed the validity period of the license, and the continuous stay after each entry must not exceed 30 days, and the cumulative stay per year shall not exceed 180 days. Hong Kong motor vehicle owners shall abide by the Administrative Measures and relevant laws and regulations, and have management obligations and legal responsibilities for Hong Kong motor vehicles and their drivers. In addition to being dealt with in accordance with the relevant laws and regulations of the Mainland, Hong Kong motor vehicle owners or drivers will also cancel the relevant filing procedures and restrict or refuse to accept new applications.
