Stalin, sitting inside the Kremlin, already had full confidence in predicting the final victory. On 7 November 1943, he issued The Supreme Commander's Order (No. 309), calling on all Red Army soldiers and guerrillas behind enemy lines to "fight for the complete crushing of the German fascist aggressors."
In the field of diplomacy, and the necessity of making peace with the Germans declined. Instead, the so-called "allies" need to be summoned to discuss the distribution of future gains.
Thus came the meeting of foreign ministers of the Soviet Union, Britain and the United States in Moscow on October 19-30, 1943: Molotov, Aiden, and Hull. Later, there were also Representatives of China.
The conference produced the famous Declaration of the Four Countries of China, the Soviet Union, the United States and Britain on Universal Security. The Soviet Union accepted the principles laid down by the United States and expressed its intention to continue the war until Germany was utterly defeated and unconditionally surrendered. If the enemy attempts to make peace, the allies must inform and coordinate with each other. The Declaration of the Soviet Union, the United States, and Britain on German atrocities also called for the punishment of German war criminals.
