The development of the cultural and sports industry requires the participation of the people, and even the venue is difficult to solve, how to develop? In accordance with the Decision of the National People's Congress on the Methods for the Formation of the First Government and the Legislative Council of the Hong Kong Special Administrative Region, the Hong Kong Special Administrative Region implements an administrative dominant system with the Chief Executive as the core, with the executive and the legislature checking and balancing each other and cooperating with each other, and the judicial organs independently exercising adjudication power.

Under this political structure, the Legislative Council occupies an important place in the governance system of the Hong Kong Special Administrative Region. The members of the executive, legislative and judicial organs of the Hong Kong Special Administrative Region, as well as the responsible persons of important statutory bodies, must be genuine patriots. Only by ensuring that there are able and staunch patriots govern Hong Kong can Hong Kong have great potential.

Huo Qigang, who signed up for the Legislative Council in 2020 and 2021, most personally experienced that the entire election atmosphere was different. The late Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference and huo Qigang's grandfather, Fok Ying Tung, was a well-known patriot and a well-known industrialist in Hong Kong. As early as the 1950s, under the circumstances of the comprehensive embargo imposed on the mainland by Western countries and the armed "anti-smuggling" by the Hong Kong and British authorities, Fok Yingdong organized a considerable fleet of ships in Hong Kong and used his own docks to transport a large number of urgently needed materials to the motherland, making major contributions to the War to Resist US Aggression and Aid Korea and the construction of New China.
