First, the basic situation of the project
In accordance with the Regulations on the Popularization of Social Sciences in Yunnan Province (adopted at the 13th Meeting of the Standing Committee of the 13th People's Congress of Yunnan Province on September 28, 2019), the Baoshan Federation of Social Sciences carried out the popularization of philosophy and social sciences in the city, and actively carried out project funding, project research, academic discussions and exchanges, social science popularization and publicity, government awards for outstanding achievements in philosophy and social sciences, construction of social science talent pool, and construction of social science expert database; founded baoshan social science, an academic organ publication under the leadership of the baoshan municipal party committee and government, "Baoshan Social Sciences". And Baoshan Social Science Network, Baoshan City Federation of Social Sciences WeChat public account and other social science popularization publicity and exchange platform; helped 8 units in the city to declare as "Yunnan Province Social Science Popularization Demonstration Base", selected and named 6 "Baoshan City Social Science Popularization Base", and made useful attempts in the innovation of social science science popularization scientific research system and work network construction, took the lead in completing the establishment of the city's five counties (cities, districts) Social Science Federation in the province, established a number of research institutes and provincial science popularization bases, and continued to strengthen cooperation with various social science societies (associations, The research association has guided and supported the five county (city, district) social science federation to carry out scientific research in philosophy and social science, forming a social science work network with Baoshan characteristics. The new characteristics, new bright spots, and new patterns of Baoshan's philosophical and social science work have gradually taken shape, which have made positive contributions to consolidating the guiding position of Marxism in the ideological field, building a solid ideological foundation for the common struggle of the people of the whole city, serving the economic development and social stability of the frontier, and laying a foundation for the prosperity and development of philosophy and social science in Baoshan City.
In 2020, there have been new breakthroughs in work innovation and social science popularization. Give full play to theoretical expertise, actively publicize and interpret the spirit of the Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China, promote the party's innovative theoretical achievements to penetrate deeply into organs, schools and communities; set up special topics, coordinate research resources inside and outside the city to carry out research on the popularization of Yang Shanzhou's spirit and Aischi philosophy, and promote the popularization of Yang Shanzhou's spirit and Aischi philosophy to achieve new results. Make full use of the "Baoshan Social Science Network", "Baoshan City Federation of Social Sciences" WeChat public account and other platforms, open up "Social Science News", "Baoshan Social Science Achievement Exhibition for the 70th Anniversary of the Founding of New China", "Social Science Popularization", "Science Popularization Forum", "Light of Humanities", "Social Science Sharp Review" and other columns, and publish and push 162 articles of various types. Academic seminars such as "Integration into the Construction of the China-Myanmar Economic Corridor • Construction of People-to-People Connection Mechanism", "Seminar on the Spirit and Theory of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China in Baoshan City", "Baoshan Changning Special Session of the 14th Annual Conference of Social Sciences in Yunnan Province" were held, and through the exchanges of experts and scholars inside and outside the province, the effect of enhancing consensus and consolidating wisdom was further achieved, which provided a reference for Baoshan's next step of active service and integration into the national development strategy. The social science popularization work is sound and colorful, and the city's social science theoretical circles have been organized to successfully hold the first social science publicity and popularization week around the theme of "decisive victory and poverty alleviation", and go deep into villages (communities) to publicize the spirit of General Secretary Xi Jinping's important speech on the inspection of Yunnan, the theoretical policies and stories of poverty alleviation, and social science knowledge, a total of 1278 times. The audience reached 94,500 person-times; 71 social science popularization lectures and trainings for the community were held, with an audience of 3,950 people; 15 social science science popularization activities on campus were held, and 4,100 teachers and students participated; cadres and masses were mobilized to participate in the province's online competition activities of "deeply implementing the spirit of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China, decisively winning the battle against poverty", and nearly 104,000 people in the city participated in the competition, ranking third in 16 prefectures and cities in the province. For the first time, the "Yunling Lecture Hall" lecture was held on a large scale. In 2020, the Municipal Federation of Social Sciences and the Yunnan Provincial Federation of Social Sciences signed the "Cooperation Agreement on Joining the 'Yunling Lecture Hall'", and declared a total of 25 special lectures throughout the year, covering "blockchain", "interpretation of the spirit of the Fourth Plenary Session of the 19th Central Committee", "ideology", "traditional Chinese culture", "ecological construction" and so on. Up to now, a total of 18 special lectures have been held, with an audience of more than 4,000 people. The first Yunnan Youth Social Science Academic Speech Competition Baoshan Preliminary Competition was held, and 2 outstanding players were selected from 15 participants to participate in the provincial rematch, of which 1 player won the excellence award, 1 player participated in the provincial final and won the first prize, and the Baoshan Social Science Federation won the excellent organization award. Strive for 1 provincial social science popularization demonstration base project and 2 science popularization innovation projects.
Second, the development of project performance self-assessment
In order to further strengthen the sense of responsibility of the department, strengthen the concept of fiscal expenditure performance, standardize the management of financial funds, and improve the performance of the use of funds, according to the requirements of the "Notice of the Baoshan Municipal Finance Bureau on Matters Related to the Performance Evaluation of Fiscal Expenditure in 2020" (Baocai Pre [2020] No. 95), our ministry has specially set up a financial fund performance evaluation working group, in accordance with the principle of "who is in charge, who uses, who is open", and the business department mainly does a good job in the performance evaluation of overseas funds.
Third, the realization of project performance
(1) Project funds
1. Availability of project funds. For going abroad, the 2020 budget arranges 100,000 yuan for municipal supporting funds, and 100,000 yuan for municipal supporting funds in place, with a fund arrival rate of 100%.
2. Project funding performance. According to the actual work situation, by the end of 2020, the actual amount of project funds paid is 98,900 yuan, and the implementation rate is 98.90%.
3. Project fund management. According to the expenditure of departmental projects, formulate and improve the management methods of project funds, so that the expenditure of key projects of the department can be based on the law. The office is responsible for the management of the financial work of the ministry organs, and the income and expenditure of the ministry organs are uniformly included in the budget management. Each department and each directly subordinate unit prepares the project budget every year, puts forward the number of project expenditure budget proposals, and is reviewed and summarized by the office (review method: specific demonstration, checking, and screening of the project reported every year, and the feasibility of the project is carried out around the central work of the municipal party committee and the municipal government). The basic work and budget of overseas funds were studied and approved by the Ministerial Council. Projects not included in the budget shall not be disbursed, and no expenditure shall be arranged in excess of the budget. Expenditure adheres to the principle of "first examination and approval, then expenditure, who spends, who is responsible, who is in charge, who controls".
(2) Completion of project performance indicators

5. Performance self-assessment results
The main body of the project implementation is clear, the goal is clear, the process is strict, and the results are better. Through the implementation of the project, it has had a good impact on the field of philosophy and social sciences in Baoshan City, and has truly built a platform for social science workers to communicate and exchange, and the work of project funding, academic discussion, communication and exchange, study and training has been carried out in an orderly manner, laying a solid foundation for promoting the development of philosophy and social sciences in Baoshan. The project funds can be examined and approved in accordance with the relevant work requirements of the municipal finance on budget declaration, budget review, and fund application, and finally implemented in place. At the same time, in the whole process of project implementation, a special person was designated to supervise the project, and completed the project performance indicators on time, quality and quantity, ensuring the normal development of the project. After a comprehensive evaluation, the project's performance was self-rated as excellent.
Sixth, the results of the disclosure and application intentions
(1) In accordance with the principle of "who is in charge, who uses, and who is open", the self-evaluation report and self-evaluation form of the departmental budget project performance will be published on the relevant portal.
(2) In view of the problems existing in the self-evaluation of the performance of the department, timely adjust and optimize the direction and structure of the department's follow-up projects and future annual budget expenditures, rationally allocate resources, and strengthen financial management.
