First, the basic situation of the project

Under the correct leadership and great attention of the Municipal Party Committee and the Municipal Government, the Baoshan Municipal Federation of Social Sciences has conscientiously implemented the decisions made by the Third Plenary Committee of the Third Session of the Municipal Federation of Social Sciences, united and led the city's social science workers, and actively carried out the work of funding social science projects, research projects, academic discussions, the establishment of social science academic journals, and the popularization of social science science popularization. In order to further play the role of the work network and carrier, serve the economic and social development of Baoshan, and reflect the requirements of "social science and natural science are equally important", the Municipal Federation of Social Sciences has applied for since 2014. According to the total population of Baoshan (based on 2.5 million yuan), the municipal finance arranges social science popularization funds of 0.1 yuan per person and scientific research funds of 0.1 yuan per person, that is, the annual increase of science popularization scientific research funds to 500,000 yuan, which is included in the annual financial budget, specifically used to support the smooth development of scientific research work every year. The funds for social science popularization and scientific research are mainly used to carry out project funding, project research, academic discussion, popularization and publicity of social science knowledge with theoretical and practical significance throughout the city. The main tasks include: project funding, all-media science popularization and operation, holding a city-wide social science work conference, holding a social science system training meeting, and providing decision-making advice to the party committee and government.

In 2020, there have been new breakthroughs in work innovation and social science popularization and scientific research. Give full play to theoretical expertise, actively publicize and interpret the spirit of the Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China, promote the party's innovative theoretical achievements to penetrate deeply into organs, schools and communities; set up special topics, coordinate research resources inside and outside the city to carry out research on the popularization of Yang Shanzhou's spirit and Aischi philosophy, and promote the popularization of Yang Shanzhou's spirit and Aischi philosophy to achieve new results. Make full use of the "Baoshan Social Science Network", "Baoshan City Federation of Social Sciences" WeChat public account and other platforms, open up "Social Science News", "Baoshan Social Science Achievement Exhibition for the 70th Anniversary of the Founding of New China", "Social Science Popularization", "Science Popularization Forum", "Light of Humanities", "Social Science Sharp Review" and other columns, and publish and push 162 articles of various types. The holding of "Integration into the Construction of the China-Myanmar Economic Corridor • Construction of People-to-People Connection Mechanism", "Seminar on the Spirit and Theory of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China in Baoshan City", "Baoshan Changning Special Session of the 14th Annual Conference of Social Sciences in Yunnan Province", through the exchange of experts and scholars inside and outside the province, further achieved the effect of enhancing consensus and consolidating wisdom, providing a reference for Baoshan's next step of active service and integration into the national development strategy. Completed the completion of 2019 municipal projects (1 major project in 2019, 13 key topics, and 76 general topics), completed 1 major project, 9 key topics, and 68 general topics, with a completion rate of 86.67%, released the "Baoshan City 2020 Philosophy and Social Science Topic Guide", and completed the project. Increase the intensity of organizational declaration of provincial-level topics, up to now, a total of 53 provincial-level projects have been organized to declare various types, and the number of declarations has increased significantly compared with last year; 14 articles have been organized and reported to the annual meeting of the Provincial Federation of Social Sciences, and 2 special sessions for the annual meeting of the declaration. Up to now, a total of 6 issues of the Baoshan Social Science Consulting Special Report of the Municipal Party Committee have been submitted, of which 2 issues have been approved by the main leaders of the Municipal Party Committee and the Municipal Government. The social science popularization work is sound and colorful, and the city's social science theoretical circles have been organized to successfully hold the first social science publicity and popularization week around the theme of "decisive victory and poverty alleviation", and go deep into villages (communities) to publicize the spirit of General Secretary Xi Jinping's important speech on the inspection of Yunnan, the theoretical policies and stories of poverty alleviation, and social science knowledge, a total of 1278 times. The audience reached 94,500 person-times; 71 social science popularization lectures and trainings for the community were held, with an audience of 3,950 people; 15 social science science popularization activities on campus were held, and 4,100 teachers and students participated; cadres and masses were mobilized to participate in the province's online competition activities of "deeply implementing the spirit of the Fourth Plenary Session of the 19th Central Committee of the Communist Party of China, decisively winning the battle against poverty", and nearly 104,000 people in the city participated in the competition, ranking third in 16 prefectures and cities in the province. For the first time, the "Yunling Lecture Hall" lecture was held on a large scale. In 2020, the Municipal Federation of Social Sciences and the Yunnan Provincial Federation of Social Sciences signed the "Cooperation Agreement on Joining the 'Yunling Lecture Hall'", and declared a total of 25 special lectures throughout the year, covering "blockchain", "interpretation of the spirit of the Fourth Plenary Session of the 19th Central Committee", "ideology", "traditional Chinese culture", "ecological construction" and so on. Second, the development of project performance self-assessment

(1) Establishment of institutions

Establish a leading group for the performance evaluation of financial expenditure of the Municipal Federation of Social Sciences, and coordinate the self-evaluation of the financial expenditure performance of the Municipal Federation of Social Sciences. The leading group has an office under it, which is specifically responsible for the organization and coordination of the self-evaluation of financial expenditure performance. The notice of self-evaluation of fiscal expenditure performance is issued, requiring each department to submit the analysis of the use of funds, the effect of expenditure, and the existing problems and causes of each project, and sort out the basic data of each project.

(2) Organize implementation

The Leading Group for Financial Expenditure Performance Evaluation of the Municipal Federation of Social Sciences organized and held a self-evaluation meeting on project expenditure performance to discuss and study the completion of the project's performance objectives, and arrange the division of responsibilities for the project self-evaluation, and the responsibility was assigned to the person. The office of the leading group strengthens communication and cooperation with various departments, and after collecting and sorting out information such as the overall situation of the project, the expenditure of funds of each project, and the completion of performance targets, the overall evaluation of the performance of the project, writes a self-assessment report to reflect the effect of the use of funds.

In terms of system construction, closely focusing on the key points of system construction, centering on budget preparation, budget implementation, payment management, supervision and guarantee, etc., combined with the independent setting up of institutions, independent operation, and the construction of departments themselves, we have vigorously grasped internal management, constantly established and improved various rules and regulations, established a long-term mechanism for managing people, managing affairs, and managing finances with systems, and continuously improved management methods and internal control systems in practical work, conscientiously implemented them, and ensured the safety and compliance of the use of funds. In terms of budget implementation management, in strict accordance with the requirements of the "Notice of the Baoshan Municipal Finance Bureau on Further Strengthening the Management of Budget Execution", we should earnestly perform the responsibility of budget management, strengthen the supervision and management of budget implementation, and maintain the seriousness of the budget. Through the implementation of the project, it has had a good impact on the field of philosophy and social sciences in Baoshan City, and has truly built a platform for social science workers to communicate and exchange, and the work of project funding, academic discussion, communication and exchange, study and training has been carried out in an orderly manner, laying a solid foundation for promoting the development of philosophy and social sciences in Baoshan. The project funds can be examined and approved in accordance with the relevant work requirements of the municipal finance on budget declaration, budget review, and fund application, and finally implemented in place. At the same time, in the whole process of project implementation, a special person was designated to supervise the project, and completed the project performance indicators on time, quality and quantity, ensuring the normal development of the project. After a comprehensive evaluation, the project's performance was self-rated as excellent.

Sixth, the results of the disclosure and application intentions

(1) In accordance with the principle of "who is in charge, who uses, and who is open", the self-evaluation report and self-evaluation form of the departmental budget project performance will be published on the relevant portal.

Experiences, problems and recommendations for performance self-evaluation

(1) Work experience in performance self-evaluation

The first is to strengthen understanding and attach importance to performance self-evaluation. Fiscal expenditure performance evaluation is an important measure for units to improve administrative efficiency and financial management level, it is necessary to strengthen organizational leadership, summarize self-assessment work experience, and strictly implement performance management responsibilities in order to complete the performance self-evaluation task with quality and quantity.
