The blue card new deal has finally officially landed! On January 12, the Ministry of Industry and Information Technology issued the Notice on Further Strengthening the Production and Registration Management of Light Trucks and Small and Micro Passenger Vehicles. At this point, the problem of "big ton and small standard" of blue light trucks has finally been solved, and it has answers to various problems that many truck drivers are very concerned about.
▎What are the contents of the new technology regulations?
1. The tire load is not greater than 1.4 times the total mass. The nominal section width of the tire does not exceed 7.00in (inch) or 195mm (metric), and if the rear wheel is single tire, the nominal width of the rear tire section does not exceed 265mm (metric).
2, engine (diesel) displacement: not more than 2.5L (refrigerated vehicle is not more than 3.0L).
3. The internal width of the cargo compartment: not more than 2100mm (the dump truck is not more than 1800mm).
4. The load quality utilization coefficient of light trucks (excluding new energy vehicles) should meet the following requirements:

The rear cargo compartment of the warehouse grille light truck with a total mass of more than 3500kg should adopt a multi-layer warehouse grid structure (except for the maximum distance from the bottom plate of the cargo compartment to the top of the silo grille is less than or equal to 1500mm); the layout of the laminate (which refers to the plane that runs through the overall cargo compartment and is parallel to the bottom plate of the vehicle cargo compartment and physically divides the cargo compartment into one or more spaces) should be uniform, reasonable and non-removable.
6. The rear wheel of the dump truck should adopt a single tire structure, and the total length of the vehicle should be less than or equal to 5000mm.
7. Except for dump trucks, ordinary railing, van, barn and flatbed trucks are not allowed to use dump truck chassis.
8. The light truck products newly declared and announced shall increase the material, thickness, weight and other parameter information of the cargo compartment.
▎When will it start?
The notice makes it clear that for products in production that do not meet the requirements of the Technical Specifications of the Notice, from March 1, 2022, the production enterprise shall immediately stop production, and the relevant institutions shall immediately stop receiving the relevant product certificate information;
However, there are additional requirements for engine displacement, for light trucks that have been included in the "Announcement" with a displacement greater than 2.5 liters but meet other requirements of the notice, a transition period of 6 months for production and sales is given, and after the expiration of the transition period, the production enterprise should immediately stop production, and the relevant institutions should immediately stop receiving relevant product certificate information.
In other words, light trucks that meet other technical requirements and have an engine displacement greater than 2.5L can still be licensed until September 1.
In addition, a certain extension has also been given at the sales end: for inventory products that have been produced and uploaded before March 1, 2022, but do not meet the requirements of the Technical Specifications, the production enterprise can apply for an extension of the sales and registration period of 6 months (before September 1), but there must be no violation of "large tons and small standards".
▎What should I do with a non-compliant car in use?
Where it is found that there is a suspicion of illegal production or illegal modification of the vehicle, an on-site investigation shall be carried out in accordance with the regulations, and the basic information of the suspect vehicle and the information of the vehicle manufacturer, production date, announcement batch and other information shall be recorded in detail, and the evidence of the violation shall be fixed and reported through the information system.
For the "large ton and small standard" light truck products in use, the production enterprise may rectify and change the corresponding truck product models in the "Announcement".
▎What are the new requirements for truck testing and annual review?
First of all, when it is clear that when registering and inspecting, vehicles are inspected in strict accordance with relevant regulations and standards, and the main characteristics and technical parameters do not meet national standards, or are inconsistent with the "Announcement" and the certificate of conformity, and are not registered.
The motor vehicle safety technical inspection agency strictly inspects the quality of the truck, the engine model, the size of the cargo box, the tire and the outer dimensions of the bus, the seat arrangement and fixation, the tire specifications, and the anti-lock braking system (ABS) and other items, and shall not issue an inspection report if it is inconsistent with the "Announcement" and national standards.
The notice makes it clear that when inspecting the truck, it is not an absolute empty car state, but to ensure that the vehicle is measured under the conditions of vehicle tools, spare tires, water tanks, and fuel tanks equipped and filled according to regulations, and the configuration of the vehicle engine, tires, axles, leaf springs and other configurations is strictly verified to match the total quality of the declared model, and the video of the inspection process should be retained for no less than 6 years.
▎Who is responsible for problems?
Strictly investigate the responsibility for inspection and registration in violation of regulations, and if it is found that the inspection agency has issued false inspection results for illegal vehicles such as "large tons and small standards", it will be punished in accordance with law, and the acceptance of the motor vehicle inspection report issued by the institution will be suspended, and the relevant departments will be notified to revoke the qualification identification certificate; and those who do not check the illegal vehicles such as "large tons and small standards" and other illegal vehicles that are not inspected in accordance with regulations shall be dealt with strictly and severely in accordance with law; and those that constitute a crime shall be investigated for criminal responsibility.
Strictly carry out in-depth investigation of accidents, and where "large tons and small standards" trucks and illegally modified passenger cars cause a traffic accident in which 3 or more people die at a time, the legal responsibility of the illegal production and sales enterprises and relevant responsible persons shall be investigated in accordance with law; where a crime is constituted, criminal liability shall be pursued.
