"Whether it is traditional manufacturing or emerging manufacturing, whether it is industrial economy or digital economy, craftsmen have always been an important force in China's manufacturing industry, and the spirit of craftsmanship has always been an important spiritual source of innovation and entrepreneurship." Made in China and created in China need to cultivate more high-skilled talents and craftsmen in big countries, need to encourage more workers, especially young people, to take the road of becoming skilled and serving the country with skills, and more importantly, we need to vigorously carry forward the spirit of craftsmen, and create a large industrial worker team with ideals and beliefs, understand technology and innovation, and dare to take on the responsibility of dedication, so as to inject sufficient impetus into economic and social development. Han Liqun, member of the Standing Committee of the Provincial Committee of the Chinese People's Political Consultative Conference, member of the party group and vice chairman of the Provincial Federation of Trade Unions, suggested to the conference that it is necessary to vigorously carry forward the spirit of craftsmen and accelerate the cultivation of high-skilled talents.
Member Han Liqun said that in the process of promoting the reform of the construction of the industrial worker contingent, Hebei Province has well adhered to the "three-pronged approach" of technical skills training, vocational skills competitions, and the inheritance of skills and skills, accelerated the cultivation of high-skilled talents, and provided talent and skill support for accelerating the construction of a modern and economically strong province and a beautiful Hebei. However, there are still some work in our province that needs to be promoted urgently in the training of skilled personnel. According to the statistics of 2019, the number of skilled talents in our province reached 10.466 million, but only 20.29% of the total employment, and among the skilled talents in our province, 72.11% were middle and low-skilled talents, and only 27.89% were high-skilled talents. Therefore, the problem of unreasonable structure of skilled personnel is prominent, and the task of carrying forward the spirit of craftsmen and promoting the level of skilled personnel is very urgent. To this end, Member Han Liqun put forward the following suggestions.
The first is to strengthen the policy guarantee for cultivating high-skilled personnel. Strengthen the coordination and linkage of various departments such as human resources and social security, education, science and technology, industry and information technology, and trade unions, and strengthen the public policy guarantee for skilled talents from multiple dimensions such as education and training, salary and treatment, assessment and incentives, employment management, welfare guarantees, and social status. In particular, it is necessary to improve the corresponding public policies for the poor working environment of migrant workers, flexible migrant workers, and front-line operators in the manufacturing industry, low salaries and benefits, and low social recognition. Break the dual-track management system that distinguishes between enterprise personnel management and employee labor management, so that artisans and skilled talents can participate in product research and development, market research, and enterprise management. All administrative departments should actively explore the part-time and temporary work of high-skilled craftsmen and craftsmen, further enhance their sense of identity, happiness and value, and make the spirit of craftsmen a common value pursuit of practitioners in the whole society.
The second is to improve the modern enterprise management system. Promote the pilot reform of the modern enterprise management system, and earnestly strengthen the democratic management of enterprises. Summarize and promote the experience and practice of connecting the vocational skill level and professional and technical positions in the field of engineering and technology, open up the upward passage, and let more high-skilled employees become engineers. Strengthen the protection of intellectual property rights and patents related to skill innovation and craftsmanship. Promote the construction of modern professional ethics with the spirit of craftsmanship as the core, change the concept of self-interest of enterprises and employees as the center, not only let market competition promote the development of enterprises and employees, but also avoid the phenomenon of malicious digging between enterprises.
The third is to promote the integration of the spirit of craftsmen into the whole process of talent cultivation. Labor education should be included in the education system for comprehensive training, and labor education should be regarded as a compulsory course in the compulsory education stage, which would greatly strengthen the status of labor education. Encourage secondary vocational schools to cooperate with primary and secondary schools to carry out labor and vocational enlightenment education, and incorporate hands-on practical content into relevant curricula of primary and secondary schools and the comprehensive quality evaluation of students. The development of higher vocational education is regarded as an important way to optimize the structure of higher education and train craftsmen and skilled craftsmen in big countries, so that the new labor force in urban and rural areas can receive more higher education. In the process of vocational education, strengthen school-enterprise cooperation, promote the dual tutor system, and let senior craftsmen cultivate the meticulous, persistent and dedicated dedication attitude of vocational college students. In vocational colleges and universities, we will create a campus culture with the core of advocating "craftsman spirit" and comprehensively improve the quality of talent training.
The fourth is to promote the deep integration of Yanzhao culture and craftsman spirit. Strengthen the "decoding" of the "know-how" and "heart method" of traditional handicraft industries such as "old brands" and "century-old shops", while paying attention to the protection of knowledge and technical property rights, improve the efficiency of the transmission of craftsmen's skills, expand their market influence and industrial driving force, create a unique Yanzhao product culture, and carry forward the spirit of craftsmen.
The fifth is to further call out the "Hebei Great Craftsman" brand. The "Hebei Great Craftsman" will be included in the official commendation project of the Provincial Party Committee and the Provincial Government, strengthen the work of cultivating and selecting artisan talents at all levels, form an echelon of artisan talents, and provide a long-term institutional guarantee for the emergence of artisan talents.
