On December 24, 2021, CATL New Energy Technology Co., Ltd. and the People's Government of Guizhou Province signed an agreement on cooperation in the construction of a power exchange network in Guiyang City. According to the agreement, the two sides will cooperate in depth in the construction of new energy vehicle power exchange network facilities, promote the improvement of new energy vehicle power exchange capacity, and promote the high-quality development of the new energy industry, and jointly build a double highland of Guizhou's new energy market and industry.

On August 20, 2021, CATL established a times electrical service subsidiary in Xiamen, Fujian Province, as the bearer of the power exchange business. On December 20, 2021, Times Electric Service established a regional power exchange business company in Jilin Province.

A few days ago, the General Office of the Ministry of Industry and Information Technology issued the "Notice on Launching the Pilot Work on the Application of the New Energy Vehicle Power Exchange Mode", and decided to start the pilot work of the application of the new energy vehicle power exchange mode. There are 11 cities included in the scope of the pilot, including 8 cities with comprehensive application (Beijing, Nanjing, Wuhan, Sanya, Chongqing, Changchun, Hefei, Jinan), and 3 cities with heavy truck characteristics (Yibin, Tangshan, Baotou).
