The first meeting was convened at the fourth plenary meeting
The executive chairmen of the meeting are: Yin Xudong, Li Ning, He Song, Li Jianfeng, Ma Hongtu, Bao Xuesong, Pan Jin, Huai Jianhua, Fang Liang, Li Xiaoyun, Zhang Huai, Li Jiang, Li Lin, Yu Lihong, Gao Yanping, xie Guoliang.
There shall be 227 delegates at the meeting, 15 shall take leave of absence for medical reasons, and 212 shall be delegates, in accordance with the quorum. Huang Mei, head of the eighth guidance group of the municipal party committee, attended the meeting for guidance. The meeting was presided over by Ma Hongtu, executive chairman of the presidium and chairman of the newly elected Standing Committee of the Fourth District People's Congress.
The meeting listened to the deputies' motions and reports on the trial of suggestions, criticisms, and opinions made by Gao Yanping, chairman of the Motions Review Committee; voted on the resolution on the work report of the district people's government (draft), the resolution on the plan report (draft), the resolution on the budget report (draft), the resolution on the work report of the district people's congress standing committee (draft), the resolution on the work report of the district people's court (draft), and the resolution on the work report of the district people's procuratorate (draft).
At the meeting, Li Ning, newly elected district governor of the Chenggong District People's Government, and Ma Hongtu, newly elected chairman of the Standing Committee of the Fourth People's Congress of Chenggong District, respectively made speeches on their appointments.
The meeting held that in the past five years, the district people's government has held high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, conscientiously implemented the spirit of General Secretary Xi Jinping's important speech on inspecting Yunnan, resolutely adhered to the strategic focus in accordance with the decision-making and deployment of the Party Central Committee, the State Council, the provincial party committee and the provincial government, the municipal party committee and the municipal government, and the work requirements of the district party committee; the development results were better, and the competitiveness of the city was significantly improved; adhered to the priority of development, the economic operation was more stable, and the comprehensive strength achieved major breakthroughs; adhered to innovation-driven, and the development momentum was stronger. Urban growth shows a benign trend; adhere to the overall planning of urban and rural areas, the city's appearance is more beautiful, and the functional quality produces perceptible changes; adhere to green development, stricter ecological governance, and achieve positive results in livable construction; adhere to the people first, people's livelihood security is thicker, and social undertakings show a new atmosphere; adhere to pragmatic responsibility, better government efficiency, and effective improvement of governance capabilities.
The meeting stressed that 2022 is the opening year of the new district people's government, but also an important year for the implementation of the "14th Five-Year Plan", we must adhere to the general tone of the work of seeking progress in stability, comprehensively promote the overall layout of the "five-in-one", coordinate the promotion of the "four comprehensive" strategic layout, based on the new development stage, implement the new development concept, integrate into the new development pattern, with the theme of promoting high-quality development, with the construction of the "Spring City Flower City Display Area, Modern Science and Education Innovation City" as the orientation, and the implementation of the "2558" development strategy of the district committee as the foundation. With the implementation of the "six major upgrading actions" as the starting point, we will strive to promote the integrated progress of "strong industry, sufficient power, beautiful image, excellent ecology, wide influence, and good life", strive to achieve the "five phased goals", and write a wonderful chapter in the new journey of comprehensively building socialist modernization.
The meeting pointed out that in 2022, the district people's government should concentrate on implementing the "six major upgrading actions", continue to consolidate the good development momentum, implement the "industry" to tackle tough problems, and take new steps in driving sustained growth; enhance the "power" support and take new steps in enhancing the momentum of transcendence; carry out the "urban construction" battle and take new steps in the bearing of large cities; promote the "ecological" improvement and take new steps in building a beautiful tribute; strengthen the "culture" leadership and take new steps in building a city business card; concentrate on "people's livelihood" to make up for shortcomings. New steps have been taken in deepening co-construction and sharing.
The meeting called on the people of the whole region to unite more closely around the Party Central Committee with Comrade Xi Jinping as the core, adhere to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Party and the 19th Plenary Sessions, thoroughly implement the spirit of General Secretary Xi Jinping's important speech on inspecting Yunnan, and under the strong leadership of the Provincial Party Committee, the Provincial Government, the Municipal Party Committee and the Municipal Government, and the District Committee, immerse themselves in hard work, move forward courageously, and make every effort to achieve a wonderful start in the construction of the Spring City Flower Capital Exhibition Area and the Modern Science and Education Innovation City.
