On November 15, 2021, the Ministry of Veterans Affairs officially issued the Administrative Measures for Preferential Treatment Certificates for Veterans and Other Preferential Care Recipients (Trial Implementation) (hereinafter referred to as the Administrative Measures for Preferential Treatment Certificates). On December 14, 2021, the national application and issuance of preferential treatment certificates for veterans and other preferential care recipients was officially launched.
In January 2019, the Ministry of Veterans Affairs disclosed for the first time to start the work of preferential treatment certificates; in January 2020, the Ministry of Veterans Affairs and 20 other departments jointly issued the "Opinions on Strengthening the Preferential Treatment of Military Dependents, Veterans and Other Preferential Care Recipients"; in January 2021, Article 15 of the Law of the People's Republic of China on the Protection of Veterans clarified that "the national preferential treatment certificate for veterans is uniformly issued"; in November 2021, the "Administrative Measures for Preferential Treatment Certificates" was promulgated - which lasted nearly 3 years. The preferential treatment card officially meets with veterans and other preferential care recipients across the country. Recently, the author walked into the Department of Military Preferential Care of the Ministry of Veterans Affairs, the Information Center for Veterans, the National Veterans Service Center, the Industrial and Commercial Bank of China and other relevant units and departments to interview relevant personnel involved in the development of the preferential treatment certificate and the drafting and formulation of the "Preferential Treatment Certificate Management Measures" to explore the story behind the preferential treatment certificate.

"The national system of issuing preferential treatment certificates has been proposed as a work goal shortly after the establishment of the Ministry of Veterans Affairs." Cao Jun, director of the Department of Military Preferential Care of the Ministry of Veterans Affairs, introduced that in the glorious historical process of the development of the party, the state and the army, preferential treatment has a long history and glorious tradition, but the issuance of unified identification certificates for veterans and other preferential care objects is a new work, involving legal protection, information security, system development and many other industries.

"Preferential treatment cards are protected by national laws, and acts such as forgery will be punished by law." According to the relevant staff of the Department of Preferential Care for the Military, the preferential treatment certificate is not only a preferential certificate issued by the state in accordance with the law, but also a financial payment and settlement tool formulated and issued by financial institutions, using a variety of anti-counterfeiting technologies. Among them, physical anti-counterfeiting includes micro-counterfeiting, fluorescent anti-counterfeiting, holographic anti-counterfeiting and laser anti-counterfeiting and other anti-counterfeiting technologies, digital anti-counterfeiting through built-in intelligent electronic chips, anti-counterfeiting design based on password protection, the development of electronic preferential certificates, network inspection and other ways to achieve.
"The preferential treatment card exchanges data with financial institutions such as banks and enterprises that provide preferential treatment, which brings great challenges to the research and development of technical systems." Wang Anyue, director of the Veterans Information Center, said that they, together with financial institutions and relevant technical teams, have successfully developed the preferential treatment card management information system around the construction requirements of "national general", "intelligent chip" and "information platform support", implemented the service concept of "letting information run more and let the masses run less errands", and realized the whole life cycle management of "handling, system, use and management" of preferential treatment certificates.

Article 15 of the Law on the Protection of Veterans clearly states: "The preferential treatment certificates for retired servicemen are uniformly issued and numbered nationwide, and the management and use measures are to be formulated by the competent department for the work of retired military personnel under the State Council in conjunction with relevant departments." ”
"This is groundbreaking in the history of veterans' work, and there is an urgent need for a regulatory mandate to regulate the work related to preferential treatment certificates." Cao Jun introduced: During the drafting of the Measures for the Administration of Preferential Treatment Certificates, the relevant departments of the Ministry of Veterans Affairs successively went to the Ministry of Public Security, the Logistics Support Department of the Central Military Commission, the Chinese Bank, and other units to conduct on-the-spot investigations.
On November 27, 2020, the official website of the Ministry of Justice published a notice from the Ministry of Veterans Affairs on the public solicitation of opinions on the Measures for the Administration of Preferential Treatment Certificates, which caused widespread concern in the society, and received more than 5,000 opinions and suggestions from different channels such as emails, letters and website messages. "The management measures have been revised more than 100 times before and after, condensing the painstaking efforts of the central and provincial leaders and staff of various departments, and fully absorbing the opinions and suggestions of people from all walks of life, including retired soldiers and other preferential care targets." According to the staff of the Department of Preferential Care for the Armed Forces, after in-depth research, repeated argumentation, and extensive solicitation of opinions, the "Measures for the Administration of Preferential Treatment Certificates" finally issued has a total of 9 chapters and 52 articles, which has undergone many changes compared with the draft for comments, such as the definition of martyrs, soldiers who died in the line of duty, and the survivors of servicemen who died of illness, and expanded to "brothers and sisters who bear the obligation to raise them", covering a wider range.
"The management of preferential treatment certificates generally grasps the principles of management according to regulations, hierarchical management and dynamic management." Cao Jun introduced that the Ministry of Veterans Affairs is managed in accordance with the procedures for application, issuance and other links specified in the "Measures for the Administration of Preferential Treatment Permits", fully taking into account the regional differences in the preferential treatment policies of various provinces, cities and regions, and realizing hierarchical management at different levels of the state, provinces, cities and counties. At the same time, by continuously "loading" the preferential policies introduced by various localities into the preferential treatment certificates, the preferential content and application are expanded, and the preferential treatment certificates are dynamically managed.
The Law on the Protection of Veterans stipulates that "the political, living and other treatment of veterans is linked to the contributions made during their active duty" and "the state establishes a special preferential treatment mechanism for veterans who participated in the war". It is understood that the preferential treatment certificate adheres to this principle at the beginning of the policy design, and determines the preferential treatment items and degrees enjoyed according to the length of service and the size of the contribution. The Privilege Card is both a bank card and a personal information card that records an individual's service exploits. In the next step, the relevant departments of the Ministry of Veterans Affairs will gradually adjust and improve the function of the preferential treatment card to match the treatment and merit.

After the author presents the identity document, the staff logs on to the veterans' affairs integrated management platform, the system reads the identity information, jumps to the file information page of the file, supplements the relevant information, the system then returns to the preferential card acceptance application page, the system automatically generates the applicant information, just select the preferential card category and the bank that made the certificate, upload a one-inch white background crown-free ID photo. Subsequently, the staff printed out a confirmation form for application information, signed and confirmed, and completed the application for the preferential treatment card.
"The processing of preferential treatment permits has achieved national integration." According to the staff of the Veterans Information Center, veterans and other preferential care recipients can choose to apply at the veterans service station in their household registration or permanent residence. In order to maximize the convenience of processing, the preferential treatment card can also be applied for through multiple methods such as online self-service processing, online appointment on-site processing, and handheld terminal door-to-door processing. Those who complete the establishment of the file can apply directly online through the Internet government service platform without going to the service station. For veterans and other preferential care targets who are older and have limited mobility, staff can go to the door to collect data and provide application and registration services.
Preferential treatment certificates do not need to be reviewed annually, and the provincial veterans' affairs department regularly compares information such as survival, marriage, and social security with public security, civil affairs, human resources and social security departments, and timely updates the information of the holder to achieve accurate management. The first application for the preferential treatment card is free, and the information can be changed, the household registration or the province of permanent residence is changed, and the type of preferential treatment card can be replaced free of charge.
"In order to improve the quality of service, we have opened a special consultation line and service area." According to the relevant staff of the head office of the Industrial and Commercial Bank of China, they also provided the mobile banking "accompanying the military" special area service and released information on preferential activities of preferential treatment cards. Three other cooperative banks, such as the Agricultural Bank of China, the Postal Savings Bank and the Everbright Bank, have also opened special line services, set up special windows in business outlets, posted priority signs in obvious locations, and opened green channels for those who hold preferential treatment certificates to provide priority services. In addition, the voucher also exempts card costs, annual fees, small account management fees, inter-bank transfer fees, and provides other personalized and exclusive financial preferential services.

Cao Jun expressed the hope that the vast number of veterans and other preferential care objects will not think that the preferential treatment certificate is insignificant, underestimate the honor praise it carries and the preferential treatment services it carries, nor should they regard the preferential treatment certificate as a "privilege certificate" and a "universal certificate". Due to the different levels of economic development and different work priorities in different places, preferential treatment services will vary from place to place. After the launch of the preferential treatment card, the preferential policies introduced by various localities will be gradually carried to the preferential treatment card. The Department of Veterans Affairs encourages both localities to provide more diversified preferential services and to open local preferential services to national licensees. Social institutions or enterprises may register through the platform with real names, and apply for online registration of the content and list of preferential treatment projects, and after confirmation and approval in accordance with the hierarchical authorization, preferential services can be provided for preferential treatment targets. At the same time, the data provided by social enterprises and institutions will be fed back to the system background in real time, and the needs of service recipients will be accurately discovered through big data means, providing a decision-making basis for further social preferential treatment.
"We want to build a socialized support platform that can widely introduce and connect social resources and rich services of various units." Cao Jun said that it is hoped that the preferential treatment certificate will become an important carrier and certificate for service recipients to enjoy various preferential services, and veterans and other preferential care objects can conveniently, quickly and efficiently enjoy preferential treatment by the state and preferential services of social institutions through the preferential treatment certificate, so as to gradually form a good atmosphere for the whole society to support the military and give preferential care.
