On January 12, the National Immigration Administration held a press conference to report on the work of the special struggle to concentrate on cracking down on crimes that hinder the management of national (border) borders over the past year. According to reports, on December 5, 2020, the Ministry of Public Security deployed a special struggle to focus on cracking down on crimes that hinder the management of national (border) borders.

At the meeting, the "3.11" case filed by the public security organs of Nanchong City, Sichuan Province, was mentioned, which was a typical case of organizing Chinese citizens to smuggle themselves out of the southwest border, and the two main criminals were caught in the "snake hunting" operation.

What is Operation Snake Hunt? Lu Bingjiang, deputy director of the Office of the Leading Group for the Special Struggle to Crack Down on Crimes Obstructing the Management of National (Border) Borders of the Ministry of Public Security, said that in the course of investigating and handling cases, the police found that the chief evil and backbone elements of the criminal gangs that organized smuggling often occupied abroad or wandered in many places within the country, hiding behind the scenes and remotely directing the commission of crimes. In order to severely crack down on the criminal activities of smuggling at the source, severely punish the chief evil and backbone elements, and completely destroy the criminal gangs that organize smuggling, the State Immigration Administration has deployed a "snake catching" operation, that is, to concentrate on the special work of pursuing and arresting important criminal suspects who are at large who obstruct the management of the national (border) border.

Since the launch of the operation, the national public security organs and immigration management agencies have made all-out efforts to "catch snakes", and so far, 118 fugitives have been successfully arrested, of which 76 have been arrested in china and 42 have been arrested from abroad, and remarkable results have been achieved.

At the same time, the immigration management agency fully coordinates all kinds of police resources, mobilizes all forces to implement accurate control, and ensures that fugitives are caught on the spot. For example, after organizing the smuggling of foreigners into the country, Lu Mouhui, a criminal suspect who organized the smuggling of foreigners into the country, hid in the mountains and forests for more than 8 months after the incident, and after the Guangxi Autonomous Region Public Security Department obtained clues through investigation, it immediately deployed police forces in Guigang, Baise, and other places to carry out a dragnet search and arrest of the mountain forests where he was hiding, and finally successfully arrested him by constantly squeezing his hiding space.

At the same time, the police actively promote cross-border cooperation to join hands to "catch snakes". In view of the different situations of criminal suspects who have absconded abroad, hide in different countries and regions, implement separate policies, submit police cooperation requests to the law enforcement departments of many countries, coordinate foreign police to carry out all-out arrest work, and promote the implementation of various fugitive measures. For example, after the Yunnan Border Inspection Station learned about the overseas activities of the overseas fugitive Da Mou, it immediately launched a cross-border police cooperation mechanism to coordinate with foreign police to capture him and hand him over to China.

In addition, the police actively mobilized the masses to persuade them to vote for "catching snakes". Carefully study the social relations and family background of each fugitive, target measures, specially advise people to go door to door one by one, and carry out extensive publicity through mainstream media and new media such as Weibo, WeChat, and Douyin, encouraging the masses to report clues, creating a strong momentum of pursuit and escape, and squeezing the hiding space of fugitives. At the same time, the coordinating procuratorate, court and other departments will implement the policy of voluntary surrender and leniency, and urge more criminal suspects to surrender themselves. So far, 33 fugitives from abroad have returned to China and surrendered themselves.
