On the last day of 2021, new energy vehicles were pressed the "termination button" of financial subsidies as scheduled: the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, and the National Development and Reform Commission jointly issued the "Notice on the Financial Subsidy Policy for the Promotion and Application of New Energy Vehicles in 2022" (hereinafter referred to as the "Notice"), and the subsidy standard for new energy vehicles in 2022 was reduced by 30% on the basis of 2021, and the purchase subsidy policy was terminated on December 31, 2022. This means that the financial subsidy policy for new energy vehicles that has lasted for more than ten years will officially end, and new energy vehicles will also enter the market competition of "real knives and guns". After the official termination of the subsidy for new energy vehicles, huge amounts of money will be saved, and new energy vehicles going to the countryside may be one of the "beneficiaries".

According to data from the China Automobile Association, domestic new energy vehicle sales in the first 11 months of 2021 were about 2.99 million units, an increase of 1.7 times year-on-year, and the market penetration rate reached 12.7%. Among them, the sales volume of rural models has accumulated 927,000 units, an increase of 1.9 times over the same period, which means that the new energy vehicles in the countryside have a contribution rate of more than 30% to the domestic new energy vehicle market in the first 11 months of 2021.

On March 26 last year, the state issued the "Notice on Carrying Out New Energy Vehicles to the Countryside in 2021", and Guo Shougang, deputy director of the First Department of Equipment Industry of the Ministry of Industry and Information Technology, revealed that since the new energy vehicles to the countryside activities were held, more than 24 enterprises and 68 models have participated. Including Hongguang MINIEV, Euler White Cat, Collaway, Ben E-star, Lingbao BOX and so on. From the perspective of categories, the models participating in the 2021 new energy vehicles going to the countryside are mainly A00-class new energy models, and the price is more close to the people, and the price after the discount is more than 100,000 yuan. This has also made the monthly production and sales of new energy vehicles hit a record high. It can be seen that today's new energy vehicles going to the countryside have become the "booster" for the growth of the new energy vehicle market. Especially for A0 and A00-class new energy models, new energy vehicles have become one of the important drivers to help their development.

Recently, the National Energy Administration, the Ministry of Agriculture and Rural Affairs, and the National Rural Revitalization Bureau jointly issued the "Implementation Opinions on Accelerating the Development of Rural Energy Transformation and Development to Help Rural Revitalization", which specifically proposes to give priority to promoting the use of electric vehicles for official vehicles, buses and taxis in the county, and promoting the application of new energy vehicles in tourist attractions and characteristic towns. Explore the establishment of an intelligent vehicle networking platform with vehicle pile station linkage, information sharing, and intelligent dispatch, and promote new energy vehicles to become an important part of rural microgrids. Vigorously support local governments to carry out new energy vehicles and home appliances to the countryside; while the National Development and Reform Commission and the Ministry of Industry and Information Technology issued the "Implementation Plan on Cheering Up the Operation of the Industrial Economy and Promoting the High-quality Development of Industry", encouraging the implementation of new energy vehicles to the countryside, accelerating the promotion and application of new energy vehicles, and implementing the supply chain of the new energy vehicle industry chain, accelerating the construction of supporting facilities such as charging piles and power stations, and at the same time improving the investment management of the automobile industry and optimizing the industrial layout.

It is not difficult to find that with the growth of the new energy vehicle market and the car going to the countryside in 2021, the car going to the countryside in 2022 will be further promoted and funded by national policies.

Xu Haidong, deputy chief engineer of the China Automobile Association, pointed out: "The new energy vehicle to the countryside in 2022 will be reorganized on the existing basis, the scope of activities should be expanded, and the promotion city may sink more, and how to arrange it needs to be determined according to the situation." ”

Although the list of participating models and specific preferential measures for new energy vehicles going to the countryside in 2022 has not yet been introduced, with reference to the actual situation of cars going to the countryside in 2021, A00-class and A0-class electric vehicles with a price of less than 100,000 yuan after the discount may continue to become the main model categories participating in the car going to the countryside. However, after gradually meeting the travel car needs of low-income people in rural areas, it is worth looking forward to and discussing whether new energy vehicles will join the mid-range models with higher prices in 2022.

Xu Haidong said: "In 2022, the new energy vehicle to the countryside will be adjusted and re-reviewed for the overall list of existing models participating in the countryside, and the new energy vehicle to the countryside is mainly to meet the travel needs of low-income people in rural areas." As for whether the new energy vehicles going to the countryside in 2022 will join the higher-end models, it needs to be discussed with the competent authorities to determine. ”

It is foreseeable that although the new energy subsidy will be completely terminated, with the vigorous promotion of new energy vehicles going to the countryside and the further sinking of channels, small and micro electric vehicles can still enjoy policy dividends and precise help to obtain a certain market share.
