During the entire Japanese invasion of China, Okamura Ningji was recognized as the commander of the Japanese army who had the deepest understanding of the CCP and the richest anti-communist experience; after taking office, in addition to continuing to carry out his predecessor's "public order strengthening campaign," he also made comprehensive adjustments on this basis.
Okamura specifically divided the rear lines of the enemy in North China into three areas, namely, the "public security zone" (enemy-occupied area), the "quasi-security zone" (the guerrilla zone where the enemy and the enemy competed with each other), and the "non-security zone" (anti-Japanese base area). For these three areas, he demanded that different means be adopted: for the "public security areas", the "clearing of the countryside" should be mainly strengthened

The "quasi-public security areas" are mainly "encroached upon," carrying out hypocrisy, overhauling and blocking ditch walls and artillery tower strongholds, and doing their utmost to restrict the activities of the Eighth Route Army; for "non-public security areas," with "sweeping" as the mainstay, the "three-light policy" (the Japanese army's terminology calls it "ember annihilation operations," "complete annihilation," "complete destruction," and so on) is aimed at destroying the Eighth Route Army and completely destroying the anti-Japanese base areas.
From late July onwards, the Japanese army gathered troops around the Jin-Cha-Ji Border Region on the one hand, and on the other hand, it added strongholds, roads, and blockade ditch walls to control the main points. Anticipating that the enemy might launch a large-scale offensive, the Jin-Cha-Ji Military Region immediately issued an anti-"sweeping" order; according to the instructions, all units of the Eighth Route Army attacked the enemy first, destroyed the enemy's main communication lines and communication facilities, and destroyed part of the blockade ditch wall.
On August 13, after basically preparing, the Japanese North China Front concentrated more than 60,000 mobile troops and more than 10,000 puppet troops to launch an unprecedented -10,000-scale "autumn sweep" of the Jin-Cha-Ji Border Region. The "great sweep" was divided into three steps, the first step was to "divide and attack", and more than 20,000 Japanese puppet troops were dispatched separately, from west to east, to carry out "sweeping" and "clearing and suppressing" the Second and Seventh Military Sub-districts of Jin-Cha-Ji. Because the troops of the two sub-districts had been reduced to pieces, dispersed and concealed at the right time, the enemy had several times searched for the main force of the Eighth Route Army and could not do so, so this step of "sweeping" was lost.
The second step was the "division sweep", in which the Japanese army shifted the main direction of attack to the First, Third, and Fourth Military Sub-districts and the Pingxi Military Sub-district, and its main forces continuously carried out "division and joint attack" and "iron wall encirclement". After having the experience of anti-"sweeping" in the early stage, the units of various military sub-districts had jumped to the outside line before the enemy "combined attack" and "encircled", and the Japanese army still failed to catch the "big fish".
In the third and final stage of the "Great Sweep", for the "centripetal sweep", the Japanese army directly pointed the "sweep" target directly at the Jin-Cha-Ji organs and the main forces by implementing a multi-column and multi-echelon encirclement. From the end of August, in order to get rid of the enemy's combined attack, the team composed of various organs of Jin-Cha-Ji marched continuously, sometimes running more than one hundred and seventy miles a day and night. On September 1, the mechanism had just jumped out of the enemy's combined strike circle, but unexpectedly fell into a new combined strike circle in Rebourg.
