After hasty preparations in Dalian, Zhang Zongchang led the old departments of Tianjin and Dalian to land in Yantai by boat in mid-March 1929. Accompanying Zhang Zongchang were Fang Yongchang, Ma Dunyuan, Zhu Hongde, Shi Shujian, Huang Fengqi, and others, former commanders of the former Zhilu Coalition Army; civilian posts including Xu Xiaolou, Chang Zhiying, Jiang Huan, Tang Mengzhou, and others; in terms of diplomatic relations, Wu Guangxin was in charge, and Zhang Zongchang set up his headquarters in Yantai.

Zhang Zongchang saw that Liu Zhennian insisted on a hostile attitude and was constrained at every turn, so he led his troops to besiege Liu Zhennian to eliminate the main obstacle in Jiaodong. When the people of Jiaodong saw that Zhang Zongchang had returned, they organized the Red Gun Society and other local armed forces to defend themselves.
