By the time of the Tang Dynasty, both Sichuan and Yunnan were subordinate to Jiannan Province.
During the reign of the Tang and Song dynasties, the Yunnan region successively formed the Nanzhao State and the Dali State, and the relationship with the Central Plains Dynasty was very good. For example, during the Dali period, it was a semi-ally with the Song Dynasty, and the Dali State sent a large number of warhorses to the Song Dynasty. In the 13th century, after the rise of the Yuan Dynasty in the north, in a few decades, it successively eliminated a series of regimes such as the Western Xia Kingdom, the Dali State, the Great Jin State, and the Southern Song Dynasty, and established a huge empire with unprecedented vast territory.
With the expansion of the territory, the Yuan Dynasty also began to suffer. In the face of hundreds of state capitals and thousands of counties across the country, relying on the original institutions is simply not busy. During the Tang and Song dynasties, the division of prefectures and counties did not meet the needs of the Yuan Dynasty. In addition, whether it is the 15 roads of the Tang Dynasty or the 23 roads of the Song Dynasty, they all belong to the supervision area. In the end, the Yuan Dynasty launched a strengthened and upgraded version on the basis of the 23rd Road of the Song Dynasty and the Shangshutai of the Jin Dynasty, that is, the provincial system. The Yuan Dynasty divided the country into 10 provinces, such as Liaoyang Province, Huguang Province, and so on.
Sichuan Province and Yunnan Province were established during this period, but at that time, Yunnan Province and Sichuan Province were very different from each other now. The provincial system established by the Yuan Dynasty was very simple, the jurisdiction was too large, and the results were relatively rough. Therefore, in 1368, after Zhu Yuanzhang established the Ming Dynasty, combined with the situation in all aspects, on the basis of the Provinces of the Yuan Dynasty, further improved and adjusted. During the reign of the Yongle Emperor Zhu Di, because the Ming Dynasty had two capitals in the north and the south, a regional pattern of two provinces was formed.
It has to be said that the divisions of many provinces in China were established during the reign of the Ming Dynasty, such as Henan Province, Shandong Province, Jiangxi Province, etc., which are very close to the current divisions. At that time, the border areas of Sichuan Province and Yunnan Province, and the division of some areas had stabilized. In the 17th century, after the Qing Dynasty established its own rule, combined with the situation of the Ming Dynasty provinces, it was further adjusted and improved, and gradually formed a pattern of 18 inland provinces.

As a "master of work," the Yongzheng Emperor focused his main energy on the interior, and successively promulgated policies such as dividing the land into acres and returning fire to the public, reducing the burden on the masses everywhere. However, the policy of the squire was not successful.
In the southwest region, the Yongzheng Emperor began the famous land reform and returned to the stream, and appointed the hardcore confidant Ortai as the governor of the three provinces of Yunnan, Guizhou and Guizhou, with full responsibility for southwest affairs. During ortai's work in the southwest, its influence on Sichuan Province was very large. Because, Ertai successively played the role of Zunyi Province, Dongchuan Province, Wusa Province, Umeng Province and other large areas belonging to Sichuan Province, into Guizhou Province and Yunnan Province. For example, Zunyi City in Guizhou Province and Zhaotong City in Yunnan Province were included in this period. At that time, Sichuan officials and military and civilians had a very bad impression of Ortai.
After this division, the border area between Sichuan Province and Yunnan Province has basically stabilized. In 1912, the Qing Dynasty, which had ruled for more than 200 years, collapsed. Subsequently, our country entered the stage of warlord melee. Especially in the southwest region, warlords are seriously involved, and various large and small warlords have emerged. Under such circumstances, the various warlords are simply unable to adjust the divisions of each place.
In the blink of an eye, in the early days of the founding of the People's Republic of China, especially after entering the 1950s, with the end of the war, Our country entered the stage of economic development and post-war reconstruction. By the late 1950s, construction of more than 150 major projects began. At that time, the demand for various resources such as steel, coal, and oil increased significantly. As of the 1960s, much of Shuifu County was still under the administration of Yibin County, Sichuan Province. In addition, there are some areas, which belong to Suijiang County and Yanjin County in Yunnan Province.
In the early 1970s, in Anfu Township, Yibin County, considerable natural gas resources were discovered, which was very good news. In 1974, Anfu Township, Shuidong Township and Shuihe Township in Yibin County, Sichuan Province, were placed under the administration of Zhaotong District in Yunnan Province, forming Shuifu District. With the sustained development of the national economy, in the early 1980s, the areas under the jurisdiction of many provinces in China were changed into prefecture-level cities. Many districts were changed to counties or county-level cities.
In 1981, on the basis of the original three townships, Taiping Township in Suijiang County, Yunnan Province, Liangboun Township in Yanjin County and several surrounding villages were assigned to Shuifu District and established Shuifu County. Therefore, the jurisdiction of Shuifu County did not belong to Sichuan Province or Yunnan Province at that time, and Sichuan Province was more divided into more areas. Shuifu County is located in the corner of the confluence of the Jinsha River and the Hengjiang River, which belongs to the southern edge of the Sichuan Basin and the starting point of the Yunnan-Guizhou Plateau. The east and north are bounded by the Hengjiang and Jinsha rivers respectively, and are across the river from Yibin County in Sichuan Province.
After the establishment of Shuifu County, due to its important status, the Xiangjiaba Hydropower Station, the third largest hydropower station in the country and the fifth largest hydropower station in the world, was established in Shuifu County. The largest dam is 162 meters high, the reservoir capacity is 5.163 billion cubic meters, and the total installed capacity is 7.75 million kilowatts. The average annual power generation is 30.747 billion kWh, and the single unit capacity is the first in the world to reach 800,000 kilowatts. In addition, Shuifu County has the largest inland port in Yunnan Province and is the only gateway for Yunnan to integrate into the Yangtze River Economic Circle.
Through Shuifu Port, all kinds of materials in Yunnan Province can be transported through the Yangtze River, down the Yangtze River, to Nanjing, Shanghai and other places. According to statistics, the annual freight throughput is 630,000 tons, and various freighters of 1,000 tons can freely enter and exit the port of Shuifu. It is said that with the widening of the river, 3,000-ton merchant ships are expected to anchor in Shuifu Port. For inland cities, ports are too important. For example, some inland provincial capitals, the desire for inland ports, also did a series of navigation experiments.
