It is understood that in March 2021, the Ministry of Agriculture and Rural Affairs and the Ministry of Finance carried out a mid-term evaluation of the creation performance of 31 national modern agricultural industrial parks approved for creation in 2020 and 8 provincial-level industrial parks that were included in the creation management system of national industrial parks, and 5 national industrial parks approved to be created in 2019 and did not pass the mid-term evaluation, focusing on reviewing construction management, industrial integration, scientific and technological support, green development, joint agricultural belt agriculture, policy support, and the use of central financial awards and supplementary funds. According to the overall score ranking of the expert written review, 39 industrial parks passed the mid-term evaluation of the creation of performance, and 5 industrial parks failed this evaluation.

In April 2020, the modern agricultural industrial park in Yingde City, Guangdong Province, was incorporated into the national industrial park creation management system, and the scope of creation included 10 (street) towns in the city, including Yingcheng Subdistrict, Lianjiangkou Town, Limepu Town, Shimutang Town, Hengshitang Town, Shakou Town, Donghua Town, Baisha Town, Huanghua Town, and Dawan Town, covering an area of 2938 square kilometers.

The planning of the industrial park is the spatial layout of "one core, three hearts and four districts", with the China (Yingde) black tea digital trading display area as the core, the Yingde Black Tea Intelligent Regional Processing Center, the Yingde Black Tea Science and Technology Innovation Center, and the Yingde Black Tea Cultural Center as the support, building a black tea standardized planting demonstration area, an ecological organic tea garden planting demonstration area, a black tea town agricultural and tourism integration demonstration area, and a national urban-rural integration development pilot area Lianzhang model area (tea), to create China's unique Yingde black tea industry cluster, and promote the city's tea production. According to the plan, the total investment of the industrial park is 2.48 billion yuan. Among them, the central, provincial and municipal financial funds of 410 million yuan were integrated, and the social capital investment was guided to be leveraged to invest 2.070 billion yuan. It is carried out around 24 projects in 5 categories, including leading industrial upgrading projects, production factor aggregation projects, first, second and third industries integration projects, new business entity cultivation projects, and industrial financial innovation projects. The construction period is 2020-2022, a total of three years, and a modern agricultural industrial system, management system and production system with reasonable planning layout, high industrial concentration, high depth and concentration, and strong market competitiveness will be basically built.

It is estimated that by 2022, the plan will drive Yingde City to develop a black tea industry scale of 220,000 mu, the comprehensive output value of the tea first, second and third industrial chains will reach 6.5 billion yuan, the total output of tea will reach 15,000 tons, the proportion of e-commerce sales revenue will be greater than 15%, the output value of leisure tourism will account for more than 25% of the total agricultural output value, and more than 10 well-known brands of enterprises will be cultivated. The per capita disposable income of farmers in the industrial park will reach 25,000 yuan, which is more than 30% higher than the per capita income of local farmers, and the number of new rural jobs will exceed 10,000, driving poor households to increase their income and become rich.

According to statistics, in 2020, the new tea garden area of the industrial park is 16,200 mu, with a total area of 126,000 mu, accounting for 78% of the city's planting area and an output of 0.94 million tons; in 2020, the city's tea garden area will reach 162,000 mu, the dry tea output will be 12,100 tons, and the comprehensive output value of the tea industry will be 5.054 billion yuan, and there will be more than 558 tea-related enterprises. At present, a total of 4 large and medium-sized regional processing centers have been newly built and expanded, each with more than 10,000 jin of tea green processing, and the tea processing capacity has been significantly improved.
