The State Administration of Cultural Relics, together with the National Development and Reform Commission, the Ministry of Human Resources and Social Security and other departments, recently jointly issued the "Opinions on Strengthening the Management of Cultural Relics Collected by The People and Promoting the Orderly Development of the Cultural Relics Market" to explore effective ways for the protection and utilization of cultural relics in folk collections and the orderly development of the cultural relics market.

The State Administration of Cultural Heritage said that in recent years, with the rapid development of China's social economy, the collection of cultural relics has become a hot spot for cultural consumption, and the scale of China's cultural relics market has ranked in the forefront of the world; at the same time, the problems of irregular appraisal services, unbalanced market supply, unobstructed circulation channels, and market environment to be optimized have restricted the healthy development of cultural relics collection and cultural relics market.

The Opinions put forward that China should establish a normal mechanism for public welfare consultation on the appraisal of cultural relics, encourage qualified state-owned museums, state-owned cultural relics stores, and appraisal institutions for the appraisal and appraisal of cultural relics involved in the case to provide public welfare consulting services to the society, and popularize the knowledge of cultural relics collection and appreciation; explore the establishment of a national cultural relics appraisal and appraisal management system, pilot the qualification management of cultural relics appraisal institutions, standardize the business activities of cultural relics appraisal, and provide convenient services for the orderly circulation of non-governmental collection of cultural relics; support qualified state-owned cultural and museum institutions to give play to their own advantages; Provide technical services such as custody and restoration for collectors of folk cultural relics, and encourage social forces to establish operational institutions for the preservation and restoration of cultural relics.

Under the premise of ensuring the authenticity and legality of cultural relics, encourage public cultural facilities such as museums, libraries, and art galleries to hold exhibitions for folk collections of cultural relics; support collectors of folk cultural relics in opening non-state-owned museums; and encourage the authorized use of cultural relics resources in folk collections and the development of derivative products. In the future, we will also explore the establishment of a registration and trading system for cultural relics in private collections, and for cultural relics to be traded voluntarily declared by cultural relics business entities, which are not within the scope of prohibited trade in cultural relics, they can be registered by professional institutions designated by the relevant cultural relics administrative departments and can be traded in the market.

The Opinions also mentioned that in the future, the examination and approval procedures for the auction targets of cultural relics such as calligraphy and paintings, ancient books, inscriptions, furniture, and ethnic folk relics with heirlooms as the main body will be simplified; the registration of cultural relics will be carried out on a pilot basis, and the tax policy for promoting the return of overseas cultural relics will be actively studied and adjusted, and the temporary entry and exit management of cultural relics will be optimized and trade facilitation services will be optimized; the threshold for the entry and exit of cultural relics stores will be lowered, and the requirements for the establishment of cultural relics stores in terms of registered capital and professional personnel will be optimized. Merchants involved in the operation of cultural relics in the flea market are included in the management of cultural relics stores; support the gradual reform and transformation of state-owned backbone cultural relics stores, cultivate and form large-scale cultural relics circulation enterprises; guide cultural relics auction enterprises to do a good job in structural adjustment, and through standardized operation, promote the formation of a number of leading cultural relics auction enterprises with high market reputation, large operating scale, and strong service functions in the competition.
