In order to further standardize the donation of museum collections, encourage private collections to donate to state-owned museums, and continuously improve the quality of museum collections, Harbin City issued a notice on the Reward Measures for Donation of Museum Collections in Harbin (Trial).
Scope and identification of collections
The collection is related to major historical events, revolutionary movements or famous figures, as well as important objects of important commemorative significance, educational significance or historical value; architectural components, stone carvings and murals with historical, artistic and scientific value; important documents of various eras in history, as well as manuscripts and library materials of historical, artistic and scientific value; ancient vertebrate fossils, ancient human fossils, precious plant fossils and specimens with scientific value; and ancient vertebrate fossils, ancient human fossils, precious plant fossils and specimens with scientific value;
The appraisal and valuation shall be determined by the Office of the Municipal Leading Group from the pool of experts in the municipal collection collection, and the number of experts shall not be less than 5 (the proportion of cultural and professional categories shall be 3:2), and the appraisal and valuation opinions shall be issued by the appraisal expert group.
Donation Incentives
General collections are issued to donors with donation certificates; important collections are based on historical, scientific and artistic value to determine the reward standards, in principle, the reward fee for the donation of a single important collection is limited to 200 yuan - 2000 yuan; the donation reward fee for precious single collection of cultural relics or groups and systems shall not exceed 10% of the most undervalued price, and the total amount shall not exceed 1 million yuan. According to the needs of the construction of state-owned museums, a one-time donation of more than 500 pieces (including 500 pieces) of collections with collection value and a system that can meet the requirements of forming a special exhibition with urban cultural characteristics, the maximum standard of donation reward fee is 1 million yuan.
