Operational difficulties, 360 central enterprise hospitals were abolished

"360 enterprises running medical institutions with operational difficulties and lack of competitive advantages have been closed and revoked in an orderly manner, and hospital staff have been properly placed." On December 23, Tang Zujun, deputy director of the Reform Bureau of the State-owned Assets Supervision and Administration Commission, revealed at a media briefing on the deepening reform of medical institutions run by central enterprises.

According to the data reported by the State-owned Assets Supervision and Administration Commission, as of the end of November 2021, the completion rate of deepening reform in 1154 medical institutions run by central enterprises has reached 99.6%.

Among them, 228 hospitals were transferred to local governments; 359 hospitals were integrated within central enterprises to achieve professional operation and centralized management; 202 hospitals introduced social capital and handed over to local specialized platforms for management; and 360 enterprise hospitals with operational difficulties and lack of competitive advantage were closed and revoked.

Enterprise hospitals are special products of China's historical conditions, especially hospitals run by central enterprises, which have a distinct imprint of the times. One of the important parts of the reform of central enterprises is the divestiture of non-operational functions, including central enterprise hospitals. In August 2017, the SaSAC issued the Guiding Opinions on the Deepening Reform of Education and Medical Institutions Run by State-Owned Enterprises, which gave three paths: transfer to local governments, introduction of social capital, and orderly closure and revocation.

Since then, a number of cases of the transformation of central enterprise hospitals have emerged in China, and institutions such as China Resources, Sinopharm, General Technology, and New Mileage have participated in the restructuring of central enterprise hospitals in various places. However, there have also been many cases of hospitals pulling banners at the entrance of hospitals and demanding the handover of localities.

Of the 1,154 hospitals of central enterprises, 360 were closed and revoked, which means that hospitals that were once regarded as high-quality assets will also end up in a situation where no one wants if they are poorly managed and the restructuring is not smooth.

Tang Zujun said that through this round of reform, the state-owned central enterprise system has cultivated a number of large-scale medical and health industry groups that can be trusted, relied on, pulled out, rushed and won at key moments. The scale of medical institutions run by three central enterprises, such as China Resources Health, General Technology Group and Sinopharm Group, has been significantly enhanced.
