As soon as the newly appointed Qing generals took office, they faced a difficult situation of Muslim rebellion, Tsarist Russia entrenched, and military camps short of food. The Yili Muslims also plotted rebellion, and under the deliberate appeasement of the Qing army, they became increasingly arrogant and ready to act.

In 1864, Muslim rebellions in Ili, Urumqi and other places in Xinjiang were joined by Hui and Uyghurs. This rebellion was a massacre, and all races except the Muslims were included in the list of massacres, Han Chinese, Mongols, Manchus... The already hungry Qing army was unable to resist at all, and the people of the frontier spontaneously formed a resistance organization to fight back against these massacres.
