At the same time, there are no full-time marriage registration staff in townships, the ability to change frequently is weak, and the policy is not clear, resulting in a high rate of mis-registration. In order to effectively solve such problems, the Qinghai Provincial Department of Civil Affairs has strictly followed the relevant laws, regulations and policies of marriage registration, completely abolished the function of township marriage registration, and further clarified the main responsibility of the county-level civil affairs department.
After the abolition of the township marriage registration function, the 45 county-level civil affairs departments in Qinghai Province actively promoted the construction of standardized marriage registration venues, standardizing the setting up of marriage registration rooms, divorce mediation rooms, archive rooms, marriage and family counseling rooms, certification halls and waiting halls. Effectively optimize the allocation of human resources, integrate township marriage registration personnel, greatly reduce administrative costs, save human resources, enrich the strength of full-time marriage registrars in county-level marriage registration organs, and lay the foundation for comprehensively improving the professional quality of marriage registration personnel and improving the level of marriage registration services.
"Judging from the operation of the province, the incidence of 'wrong registration' and 'fraudulent registration' of marriage registration and the rate of complaints from the masses have dropped significantly, and the level of standardized services for marriage registration has been significantly improved." At present, Qinghai Province has equipped all county-level marriage registration authorities with intelligent equipment, realizing electronic information collection functions such as face recognition and fingerprint verification. Through the construction of the "smart civil affairs" project, the marriage registration information management system has been upgraded, cross-regional information verification has been fully realized with the county (city, district) as the unit, the needs of the "cross-regional general office" registration system have been met, the functions of "online appointment" and "electronic certificate" have been added, real-time data sharing with courts, public security and other departments has been realized, and the work of supplementing marriage history data has been fully completed.
It is reported that during the "14th Five-Year Plan" period, Qinghai Province will build and expand 31 county-level marriage registration service centers through a number of measures such as project support, so as to achieve full coverage of county-level standardized marriage registration places.
