On February 4, 1921, the White Russian forces of Nchen occupied Kulen, and Outer Mongolia once again declared its independence. The Beiyang authorities were furious when they heard the news, and immediately ordered Zhang Zuolin and ordered him to lead an army to retake Waimeng.
When Zhang Zuolin received this order, he took the opportunity to demand a large amount of military expenses from the Beiyang authorities on the grounds that the military expenditure was not available and the expenditure was excessive. However, after Zhang Zuolin received military expenses, he still stood still and sat idly by as the independence of Outer Mongolia. Why would Zhang Zuolin do this?
It is said that in early February 1921, the news of the independence of Outer Mongolia soon reached Beijing. At that time, Xu Shichang was the president and Jin Yunpeng was the premier, and the two of them together invited two warlords, Cao Kun and Zhang Zuolin, who were directly and from the Feng clan, to the Beijing parliament to discuss the repossession of Outer Mongolia by force.

It was not until April 25 that this parliament was convened, and the reason why it dragged on for so many days was mainly because Zhang Zuolin deliberately shirked it, to put it bluntly, he did not want to come.
Later, after a month of "bargaining" between Zhang Zuolin and the authorities, the authorities finally compromised and agreed to appoint Zhang Zuolin as the envoy of Mongolia and Xinjiang, and also tacitly accepted that he could eliminate the non-Feng armed forces in Guanwai and the three provinces of Rechasui.
At the end of May 1921, the Beiyang authorities issued an order to requisition Mongolia, once again informing Zhang Zuolin to send troops to reclaim Outer Mongolia. As a result, Zhang Zuolin was still the same as before, that is, he did not send troops. By July, the Outer Mongolian forces had established a constitutional monarchy.
The land was divided and the absolute interests of the Beiyang authorities were violated, and it was at this time that Xu Shichang and Jin Yunpeng repeatedly sent telegrams to Zhang Zuolin, imploring him to quickly take up the post of envoy to Mongolia and send troops to recover Outer Mongolia.
At the same time, Zhang Zuolin was thinking about how to occupy the territory of the three provinces of Rechasui, and as for the independence of Outer Mongolia, he did not care at all. It dragged on until the end of August, when Zhang Zuolin remained motionless, and there was no way, the Beiyang authorities could only send a telegram again to plead.
It is reasonable to say that after such a long time, Zhang Zuolin had already taken down Rechasui, and it was reasonable to send troops to retake Outer Mongolia, but he still did not move.
In September of the same year, Xu Shichang and Jin Yunpeng were so distraught that they could only send a telegram to Zhang Zuolin: The two places of Qia and Ku have not yet been recovered, and the foreign affairs are waiting to be carried out, and it is difficult to take pictures.
The result is self-evident, Zhang Zuolin is still the same old way. It was only at this time that the Beiyang authorities suddenly realized that this Zhang Zuolin was not authentic, he had never thought of sending troops to reclaim Outer Mongolia, he just wanted to cheat money, and then recruit troops to buy horses and seize territory, suppress the Beiyang government, and then swallow the whole of China.
For the barren land of Outer Mongolia, Lao Zhang simply did not look at it, laborious and unflattering, and the loss-making business, his surname Zhang absolutely did not do it. The Beiyang authorities really had no choice, and in a hurry, they had to dispatch other troops to bypass Zhang Zuolin's territory and directly order their subordinate Zhang Jinghui to send troops to retake Outer Mongolia (the team was stationed in the Outer Mongolia Nagging Forest area).
However, when Zhang Jinghui asked Zhang Zuolin for instructions, he was scolded by Zhang Zuolin: "Mara, before I let you lead a large army into the customs, in order to go straight south, but you deliberately reversed to the north, it was simply a dead end.
After Zhang Zuolin's mind was discovered, he openly and honestly transferred the troops who had been dispatched to the border area to requisition Mongolia in a disguised manner. As a result, public opinion was everywhere, and some people scolded him: Zhang Zuolin used the excuse of conquest to deceive more than five million oceans.
And the troops he sent to conquer Mongolia did not cross the thunder pool one step. Since Zhang Zuolin was reluctant to recover Outer Mongolia, why did he pretend to be ugly! After that, Zhang Zuolin began to play tricks again, and he once again reported to the Beiyang authorities that the military expenditure on Mongolia was really insufficient, and implored the authorities to allocate another 3 million yuan to replenish military expenditure.
The money of the Beiyang authorities was easy to take, and Zhang Zuolin effortlessly defrauded another 3 million yuan of military expenses. This time, the Beiyang authorities thought that Zhang Zuolin should have sent troops with so much money, but what they did not expect was that this old Zhang still did not move according to the soldiers, and used the military expenses given by the Beiyang authorities to expand his northeast army.
Until the beginning of 1923, Zhang Zuolin, who "spoke of the Japanese army and sent troops to Mongolia", was still a pawn. In this way, Zhang Zuolin successively "defrauded" more than 8 million yuan of huge military expenditures from the Beiyang authorities, and has been standing still and watching the independence of Outer Mongolia.
On the side of the Beiyang authorities, they also sent officials to negotiate many times, and at the same time negotiated with the Soviet side, but without success. In the end, the Soviet Union could only be allowed to "nominally" recognize that Outer Mongolia was part of China.
