Chinese society in the late Qing Dynasty was in a state of security in which the old and the new alternated, foreign cultures attacked, and social unrest. In order to strengthen the rule and stabilize the society, in 1902, the Patrol Police Department was newly established in Beijing, as the highest public security agency in the country, to manage the Beijing police and the national police.
Its first in command was the Minister of Military Aircraft, as Shangshu, equivalent to the current provincial and ministerial leader, and was held by Xu Shichang, a major minister of Cixi.

This Han jinshi, who was born in Weihui Province, Henan (present-day Weihui City, Xinxiang), came from a poor family when he was a child, and relied on hard study to embark on a career path, thought that he had won the heavy responsibility of the Manchu court, which was rare and very happy. Who knows, a subordinate buried his official position because of strict law enforcement.
Cixi's third brother, Yehenara Guixiang, was a famous goon in the capital, who did nothing himself, but had an imperial concubine sister, arrogant and arrogant, and ignored all the legal patrols. He also allowed his domestic slaves to commit crimes, thinking that they would show their faces.

The news soon reached Cixi's younger brother,who was furious and angry, thinking that this was a move on the head of the grandfather, and that it was up to the owner to beat the dog, which was clearly to cut himself. No Han official dared to do this to the Yehenara clan. He sent a message to Xu Shichang: Come to my house to bear the guilt of Jing!

Xu Shichang learned of this and felt aggrieved. The subordinates did not do anything wrong, but still said a few words to him, and hurriedly released the dog slave first. As soon as the matter came out, the police who strictly enforced the law apologized for not being qualified, and Xu Shichang, as a leader, had to personally come to the door to "plead guilty."
Who knows, Gui Xiang deliberately made it difficult, and Xu Shichang was rejected by him 3 times when he came to the door. Xu Shichang was even more frightened, so he had to kowtow at the gate of Guixiang Mansion to apologize. This uncle has extinguished the fire.
This is the first step. Xu has not yet entered into substantial punishment.

During the Republic of China period, Xu Shichang was given the weight of Yuan Shikai and used him as secretary of state.
This incident made the uncle regain face, and also let the people of the capital know that the royal state relatives were lawless and could not be offended.
