According to the website of the National Development and Reform Commission, at the press conference held on the 13th to introduce the relevant situation of the "14th Five-Year Plan" cold chain logistics development plan, Zhang Jiangbo, deputy director of the Department of Economy and Trade of the National Development and Reform Commission, said that it is necessary to accelerate the elimination of high-emission refrigerated vehicles and encourage new or updated refrigerated vehicles to use new energy models. Encourage enterprises to carry out energy-saving transformation of cold storage and low-temperature processing equipment and facilities in use. Gradually eliminate the old high-energy cold storage and refrigeration facilities and equipment, and build new cold storage and other facilities to strictly implement the requirements of national energy-saving standards. Encourage the use of green, low-carbon and efficient refrigerants and thermal insulation consumables.

Focus on key and common technical issues, deploy national technical research, and strengthen basic research on energy-efficient and renewable energy utilization, environmentally friendly refrigerants and safety applications. At the same time, R & D applications in line with the characteristics of cold chain logistics cold storage turnover box, insulation packaging, insulation cover and so on.

Strengthen the integrated operation of cold chain transportation, vigorously develop trunk line transportation modes such as railway cold chain trains, and further increase the proportion of railway and water transportation in medium- and long-distance cold chain logistics trunk line transportation. Coordinate various modes of transportation such as highway, railway, water transport, aviation and postal express delivery, and actively develop cold chain multimodal transport. Support the development of cold chain hanging transport, and organically integrate into the road hanging transport system.

In addition, we will study and formulate energy efficiency standards such as cold storage and refrigerated trucks, and improve the certification and labeling system of green cold chain logistics technology and equipment. Research and formulate a catalogue for the promotion of green cold chain technology and energy-saving facilities and equipment, and encourage the use of green, safe, energy-saving and environmentally friendly refrigerated vehicles and supporting equipment and facilities.
