Scope of fees: The scope of application of this standard is the online discipline off-campus training institutions in the compulsory education stage where they are registered or ICP filing (licensed) in Sichuan Province, and approved by the Sichuan Provincial Department of Education to run schools. The scope of off-campus training in subjects includes languages, mathematics, foreign languages (English, Japanese, Russian), ethics and the rule of law, history, geography, physics, chemistry, biology and other subjects facing the compulsory education stage. Off-campus training related to the learning content stipulated in the national curriculum standards of the above disciplines is included in the discipline category for management.

Charging standards: The online discipline off-campus training fees in the compulsory education stage belong to the non-profit institution fees, and the government guidance price management is implemented in accordance with the law, the benchmark charging standard is 20 yuan / lesson hour, and the training institution can float up and down according to the actual situation, the floating rate shall not exceed 10%, and the floating can be unlimited. The duration of the online standard course is 30 minutes, and the actual duration is different, which is converted proportionally.

No additional material fees, material fees, etc. shall be charged in addition to the training fee

In accordance with the requirements of the "Standards", off-campus training institutions should fully use the "Off-campus Training Service Contract for Primary and Secondary School Students (Model Text)", strictly perform their contractual obligations, standardize their own charging behavior, and must not increase or covertly increase the training fees set by the government for any reason or in any way, and must not charge other fees such as material fees and material fees in addition to the training fees.

The charging period of off-campus training shall be coordinated with the teaching arrangement, and shall not be charged at one time or disguised in the form of recharge, sub-card, etc. For a time span of more than 3 months or 60 class hours. Off-campus training institutions providing training services to collect training fees shall perform their tax obligations in accordance with the law, and must issue official invoices to parents in accordance with the relevant provisions of the state. When an off-campus training institution issues an invoice, the content of the invoice shall be issued truthfully in accordance with the actual sales situation, and the content that is inconsistent with the actual transaction shall not be filled in, the receipt and payment voucher shall not be issued in the name of the organizer or other name, and the "white bar" such as the receipt receipt shall not be used instead of the receipt and payment voucher.

Training institutions should strictly implement the education fee publicity system, through websites, charging venues, online applications, open media and other channels, the discipline of off-campus training content, training duration, charging standards, teacher qualifications and other information in advance to the public; the enrollment brochure, charging standards, teacher qualifications and other materials, together with the previous year's income, cost, profits, related party transactions, policy implementation and other circumstances, respectively, before the end of June each year, respectively, to the Department of Education, the Provincial Development and Reform Commission.
