The company, called Huacheng Company, was founded in 1917 by Feng Guozhang, vice president of the Republic of China, and then transferred to Zhu Qinglan, the old governor of Jiangsu Province, and then handed over to Zhang Xiao of Nantong, who was later managed by Zhang Minfu, but after all these years of tossing and turning, it has gradually become bankrupt. In 1934, Zhang Minfu invited zhang Zhonghui, a college student, to work as an auditor in the company. In 1941, Huang Kecheng led the 3rd Division of the New Fourth Army to Fudong County, invited Zhang Zhonghui to attend the Fudong County Senate, and appointed him as a senator and director of the Armed Forces Committee of Huacheng Company. When the meeting was adjourned, Master Huang presented him with a set of gray foreign cloth for the New Fourth Army.
Zhang Zhonghui returned to the company, took off his suit, untied his tie, put on the uniform of the New Fourth Army, and summoned the security team members to say: "If everyone wants to resist Japan in unison, we must learn from the New Fourth Army, implement three major disciplines, and pay attention to eight points." ”
He also told everyone: "I have been elected as a senator of Fudong County and the director of the company's patriotic anti-Japanese armed forces committee. In the future, don't call me Zhang Sanshao, call me director. Everyone resisted japan together. Whoever dares to surrender, who dares to be a traitor, I will shoot him!"
When Huang Kecheng learned of this, he was very appreciative, and relayed to Commander Chen Yi and suggested that Zhang Zhonghui be appointed as a senator of Yanfu District and an administrative member of the administrative committee, which was later elected.

Soon, a regiment under Huang Kecheng prepared to attack the puppet army gu bao cen in Fudong County. The Japanese army deeply hated Zhang Zhonghui, so they offered a reward of 100,000 yuan for arrest.

In March 1943, Peng Xiong, chief of staff of the 3rd Division, Tian Shouyao, brigade commander, and others went to Yan'an and encountered japanese troops on the north sea side of Lianyungang and died heroically. During the War of Resistance Against Japanese Aggression, Huacheng Company became a reception station for cadres of the 3rd Division of the New Fourth Army and a sanatorium for the wounded.

Unfortunately, good people don't live long.
In the autumn of 1944, Zhang Zhonghui suddenly fell seriously ill, and Huang Kecheng heard the news and immediately sent the health director of the division headquarters to the doctor to rush to the first aid. Unfortunately, halfway through, Zhang Zhonghui passed away unexpectedly.
In order to mourn this patriotic democrat, the 3rd Division of the New Fourth Army, the Yanfu Bureau, Fudong County, and Huacheng District held a solemn memorial service for Mr. Zhang Zhonghui. Huang Kecheng's Division Commander's Bang Lian:
