Ministry of Agriculture and Rural Affairs: The "14th Five-Year Plan" to promote agricultural and rural modernization will focus on seven key tasks

Beijing, 8 Dec (People's Daily Online) -- Today, at a regular briefing on the State Council's policies, Deng Xiaogang, vice minister of agriculture and rural affairs, said that the State Council recently issued the "14th Five-Year Plan for Promoting Agricultural and Rural Modernization" (hereinafter referred to as the "Plan"), which put forward the thinking, goals, and key tasks for agricultural and rural modernization in the next five years. This is the first plan to integrate agricultural modernization and rural modernization into design and promote together, and will be released publicly in the near future.

According to Deng Xiaogang, the "Plan" proposes that through five years of efforts, by 2025, the agricultural foundation will be more stable, the rural revitalization strategy will be comprehensively promoted, and important progress will be made in agricultural and rural modernization. Echelons promote qualified areas to take the lead in basically realizing agricultural and rural modernization, and poverty alleviation areas to achieve consolidation and expansion of poverty alleviation results and rural revitalization effective connection. The "Planning" clearly states that the "14th Five-Year Plan" to promote agricultural and rural modernization should focus on seven key tasks, that is, "three upgrades, three constructions, and one connection".

Focus on the "three upgrades" and promote agricultural modernization. The first "promotion" is to improve the level of supply security of important agricultural products such as grain. This is the most important task in promoting the modernization of agriculture and rural areas. The "Plan" puts forward tasks such as stabilizing the sown area of grain, strengthening the protection and quality construction of cultivated land, ensuring the effective supply of other important agricultural products, optimizing the layout of agricultural production, coordinating the development of regional agriculture, and improving the ability of agriculture to resist risks.

The second "promotion" is to improve the quality, efficiency and competitiveness of agriculture. Promoting high-quality development is the theme of economic and social development in the "14th Five-Year Plan" period. The "Planning" puts forward the tasks of strengthening the support of modern agricultural science and technology, promoting the revitalization of the seed industry, improving the research and development and application capabilities of agricultural machinery and equipment, and improving the modern agricultural management system.

The third "upgrade" is to improve the modernization level of the industrial chain supply chain. Focus on the "three constructions" and promote rural modernization. The first "construction", that is, the construction of livable and workable villages. Implementing the action requirements for rural construction at the Fifth Plenary Session of the Nineteenth Central Committee of the Communist Party of China, the "Plan" put forward tasks such as scientifically promoting rural planning, strengthening rural infrastructure construction, rectifying and improving the rural living environment, accelerating the construction of digital villages, improving the level of basic public services in rural areas, and expanding rural consumption.

The second "construction", that is, the construction of green and beautiful villages. The "Planning" regards the promotion of quality agriculture and green agriculture as an important task in building green and beautiful villages, and strives to promote agricultural standardized production, strengthen the prevention and control of agricultural non-point source pollution, protect and restore rural ecosystems, enhance the support capacity of green development, and increase the supply of green ecological, high-quality and safe agricultural products.

The third "construction" is to build civilized and harmonious villages. The "Planning" comprehensively considers rural governance and the construction of rural style civilization, and proposes to improve the rural governance system, improve the quality of farmers' science and technology and culture, and strengthen the construction of rural spiritual civilization in the new era.

Finally, it is to focus on "one connection", that is, to consolidate and expand the achievements in poverty alleviation, and effectively connect and comprehensively promote rural revitalization. In accordance with the overall deployment of the central government to consolidate and expand the results of poverty alleviation and the effective connection between rural revitalization, the "Plan" proposes to consolidate and improve the results of poverty alleviation, improve the overall development level of poverty alleviation areas, improve the support mechanism for low-income rural populations and underdeveloped areas, and accelerate the pace of national modernization in poverty alleviation areas.

"The blueprint for promoting agricultural and rural modernization in the 14th Five-Year Plan has been drawn.
