Liu Xianshu, deputy director of the Beijing Municipal Bureau of Ecology and Environment, introduced the main contents of the "Beijing Municipal Ecological Environment Protection Plan for the 14th Five-Year Plan Period":

"The mountains and rivers come to frost at night, and several trees are dark red and light yellow." In this autumn and winter, such a scenery can be seen everywhere in Beijing. The beautiful ecological environment makes this cosmopolitan metropolis full of poetry, and citizens can walk into the picture when they go out of their homes.

Behind this, there is a set of data support from the field of ecological environment. In the final year of the "13th Five-Year Plan", the annual average concentration value of fine particulate matter (PM2.5) in Beijing entered the "30+" for the first time, with a five-year decline of more than 50%, and 8 districts took the lead in reaching the national secondary standard, accounting for about 80% of the urban area; the surface water quality continued to improve, and the inferior class V water bodies in the state-controlled section were completely eliminated; and the soil environmental conditions remained good.

During the "13th Five-Year Plan" period, the citizens living in Beijing have personal feelings, the blue sky above their heads has become more, the clear water around them has become clearer, and the ecological environment has improved significantly. Promoting "New Progress" in Urban Environmental Governance

The 14th Five-Year Plan is divided into three parts and eight chapters, covering effectiveness review and situation analysis, planning principles and planning objectives, and six specific measures. The 14th Five-Year Plan highlights three characteristics.

The first is the concept of system. Drawing a "New Blueprint" for Beijing's Green and Low Carbon

The 14th Five-Year Plan clearly sets out the long-term goals for 2035 and the main goals for 2025.

Looking at Beijing in 2035, the ecological environment has fundamentally improved, the supply of high-quality ecological products has become more sufficient, green production and lifestyle have become a widespread consciousness of society, carbon emissions have continued to decline after peaking first, carbon neutrality has made significant progress, and ecological cities surrounded by blue skies, clear water and forests have been basically completed.

Looking at 2025, the "14th Five-Year Plan" has set a total of 16 planning target indicators from the five dimensions of development of lower carbon, cleaner air, cleaner water, safer soil, and more ecological livability, including the intensity of carbon emissions of concern, the average annual concentration of PM2.5, the ratio of excellent days, the ratio of heavily polluted days, the proportion of river length of inferior Class V water quality, the proportion of state-controlled sections of surface water reaching or better than Class III. and the ecological environment quality index.

Deploying "new tasks" in the field of eco-friendliness

The 14th Five-Year Plan sets out the main tasks and clarifies the "progress bar" of the task in six major aspects, such as promoting carbon neutrality, deepening the battle against pollution, improving the quality and stability of the ecosystem, preventing and controlling environmental risks, promoting coordinated regional development, and building a modern environmental governance system.

Highlight the national strategy and take solid steps towards carbon neutrality. Comprehensively promote the low-carbon transformation in the fields of energy, industry, transportation, and construction, strengthen green and low-carbon technology innovation, improve the carbon emission control and management system, deepen the construction of carbon emission trading markets, accelerate the construction of a rule-of-law, market-oriented, and refined low-carbon governance system, and vigorously promote pollution reduction and carbon reduction synergies。

Highlight the concerns of the people, and thoroughly fight the battle against pollution. Carry out biodiversity surveys and ecological environment quality assessments, and prepare and implement biodiversity conservation plans.

Highlight bottom-line thinking and strengthen the effective prevention and control of environmental risks. Improve the capacity of hazardous waste collection, strengthen the recycling of solid waste resources, strengthen nuclear and radiation safety supervision, and improve the environmental emergency risk prevention and control system.

Highlight regional coordination and promote the green coordinated development of Beijing-Tianjin-Hebei.
