According to the Supreme People's Procuratorate on December 7, Xiao Yi, a former member of the CPPCC National Committee and vice chairman of the Jiangxi Provincial Committee of the Chinese People's Political Consultative Conference, was suspected of accepting bribes and abusing his power, and the Investigation by the State Supervision Commission was concluded and transferred to the procuratorate for review and prosecution. A few days ago, the Supreme People's Procuratorate made a decision to arrest Xiao Yi on suspicion of accepting bribes and abusing his power in accordance with the law. Xiao Yi, male, Han ethnicity, born in May 1962, 59 years old, from Ganzhou, Jiangxi, began working in September 1981, joined the Communist Party of China in August 1984.

According to public information, in his early years, he served as a teacher at Chongyi Middle School in Chongyi County, a cadre of the Public Security Bureau, a secretary and deputy director of the government office, a deputy secretary of the party committee of Niedu Township, Chongyi County, a deputy director of the Chongyi County Government Office, a director of the Chongyi County Structural Reform Office, a director of the Chongyi County Economic Committee, a member of the Standing Committee and deputy county governor of Shangyou County, and a deputy secretary of the Longnan County Party Committee and secretary of the Political and Legal Committee.

In June 1996, Xiao Yi became the acting mayor of Ruijin City, and the following year he went to the generation to become regular. After serving as mayor of Ruijin City for four years (January 2001), Xiao Yi was promoted to secretary of the Ruijin Municipal Party Committee.

In June 2003, Xiao Yi became the vice mayor of Ganzhou City, and the youngest departmental cadre in Ganzhou at that time. In April 2004, he became a member of the Standing Committee of the Ganzhou Municipal Party Committee.

When Xiao Yi was working in Ganzhou, the top leader in Ganzhou at that time was Pan Yiyang (who was a member of the Standing Committee of the Jiangxi Provincial Party Committee and secretary of the Ganzhou Municipal Party Committee from September 2003 to October 2010).

At that time, Pan Yiyang, as a "political rising star", also "knocked" Xiao Yi in public.

According to the Integrity Outlook, Pan Yiyang once criticized Xiao Yi at a meeting. In addition, according to the original arrangement, Xiao Yi will still serve as the secretary of the Ruijin Municipal Party Committee after being promoted to vice mayor. Pan Yiyang blew the wind outside, saying that it was not good to take care of both ends, and planned to let Xiao Yi leave Ruijin. However, the relationship between the two soon eased.

There are local rumors that after Pan Yiyang went to Ganzhou, several of his friends wanted to dig up the rare earth industry. Xiao Yi opened the door of convenience, which made Pan Yiyang very satisfied. Around 2005, Pan Yiyang led a delegation to visit several European countries, and even the secretary general of the municipal party committee did not accompany him, and among the standing committee members of the municipal party committee, Pan Yiyang only named Xiao Yi to visit together.

In 2010, Pan Yiyang went to Inner Mongolia across provinces to work, and later served as a member of the Standing Committee of the Inner Mongolia Autonomous Region Party Committee and vice chairman of the Autonomous Regional Government, and was investigated on September 17, 2014.

In 2017, Pan Yiyang was sentenced to 20 years in prison, and his first stop in collecting wealth was in Ganzhou.

In November 2006, Xiao Yi was appointed Deputy Director of the Jiangxi Provincial Government Office in Beijing, Director of the Jiangxi Provincial Government Office in Beijing in July 2007, and Deputy Secretary-General of the Jiangxi Provincial Government in August 2009.

In April 2015, he was appointed secretary of the new Fuzhou Municipal Party Committee.

In January 2018, Xiao Yi was promoted to vice chairman of the Jiangxi Provincial Committee of the Chinese People's Political Consultative Conference and continued to serve as the secretary of the Fuzhou Municipal Party Committee. In November of the same year, he also led a party and government delegation from Fuzhou City to visit his alma mater to congratulate the 60th anniversary of the founding of Gannan Normal University.

On March 21, 2021, the Fuzhou Municipal Leading Cadres Conference was held in the conference hall on the first floor of the Municipal Administrative Conference Center, announcing that Xiao Yi would no longer serve as the secretary of the Fuzhou Municipal Party Committee. At that time, Xiao Yi was also at the scene.

In his speech, he also said "full of affection", "Looking back at the 2158 days and nights in Fuzhou, my heart is surging and I am in love." ”

On May 10, 2021, Xiao Yi was investigated.

It is worth mentioning that Xiao Yi was the "third tiger" in Jiangxi Province after the 19th National Congress.

Before him, Li Yihuang, former vice governor of Jiangxi Province, and Shi Wenqing, former member of the party leading group and deputy director of the Standing Committee of the Jiangxi Provincial People's Congress, were investigated one after another.

According to media reports, Xiao Yi is also related to the cases of Su Rong and Shi Wenqing.

Su Rong, who served as party secretary of Jiangxi Province from 2007 to 2013, was investigated in June 2014 and sentenced to life imprisonment in January 2017. According to reports, Xiao Yi was also among the gift lists given after Su Rong fell.

Shi Wenqing, who served as a member of the Standing Committee of the Jiangxi Provincial Party Committee, secretary of the Ganzhou Municipal Party Committee, and vice chairman of the Standing Committee of the Jiangxi Provincial People's Congress, was investigated in September 2020.

According to reports, around 2015, Ganzhou was going to hold an important exhibition in Beijing, and Shi Wenqing asked Xiao Yi to help coordinate it. Even Shi Wenqing's pick-up and drop-off in Beijing, Xiao Yi would sometimes arrange it.

After Xiao Yi was investigated, on November 29, 2021, Gong Jianhua, deputy director of the Standing Committee of the Jiangxi Provincial People's Congress, was investigated.

Gong Jianhua was the mayor of Yichun City, Jiangxi Province, the secretary of the Fuzhou Municipal Party Committee, and was elected to the Standing Committee of the Jiangxi Provincial Party Committee in 2014, then the Secretary General of the Provincial Party Committee, the Secretary of the Nanchang Municipal Party Committee in 2015, the Vice Chairman of the Standing Committee of the Jiangxi Provincial People's Congress in January 2017, and later the Chairman of the Jiangxi Provincial Federation of Trade Unions.

Public information shows that after Gong Jianhua stepped down as secretary of the Fuzhou Municipal Party Committee in 2014, it was Xiao Yi who replaced him.

On November 13 this year, Xiao Yi was double-opened. The Shuangkai circular mentioned that he abused his power to introduce and support enterprises to engage in virtual currency "mining" activities that did not meet the requirements of the national industrial policy.

This is the first time that improper "mining" activities have been mentioned in the official's disciplinary notice.

After Xiao Yi was investigated, China News Weekly published an article entitled "The 'Mining' Residue Left By the Fall of the 'Digital Secretary' in Fuzhou, Jiangxi."

The article revealed that Xiao Yi, 59, was the secretary of the Fuzhou Municipal Party Committee in Jiangxi Province for six years, during which he vigorously promoted the digital economy and tried to build it into the core competitiveness of Fuzhou. He focused on the introduction of Fuzhou Genesis Technology Co., Ltd., which is known as building the largest single data center in Asia, and is the leader and business card of Fuzhou's digital economy. With Xiao Yi being investigated, the company is cloaked in the cloak of "digital economy" and engaged in virtual currency "mining", and it has gradually begun to be exposed.

Zheng Zhijun noted that in July this year, the China Judgment Document Network published two civil rulings on contract disputes of Fuzhou Genesis Technology Co., Ltd. It was disclosed that the establishment of the Fuzhou data center involved in the case and the custody and operation of the equipment are actually the use of equipment for high-performance computing to obtain virtual currency incentives, which is a high-energy-consuming industry that the state does not encourage.

In addition, Xiao Yi's punishment circular was more severely worded and contained a lot of content. For example, he was accused of illegally borrowing money to carry out projects and construction; engaging in profit-making activities in violation of the law, engaging in power and money trading; arbitrarily making decisions to implement major projects, interfering in and interfering in judicial activities; not attaching importance to the building of family style, being unscrupulous and shameful, and morally corrupt; colluding with illegal private business owners and abusing power for personal gain.
