On January 19, according to the Chinese government network, the State Council recently issued the "Reply on Agreeing to List Fuzhou City in Jiangxi Province as a National Historical and Cultural City", saying that it agreed to list Fuzhou City as a national historical and cultural city. Fuzhou has a long history, a rich culture, distinct regional cultural characteristics, rich traditional patterns, historical features and cultural relics, and many cultural relics and monuments, which have important historical and cultural value.

The "Reply" pointed out that the implementation of the "Law of the People's Republic of China on the Protection of Cultural Relics" and the "Regulations on the Protection of Famous Towns and Villages in Famous Historical and Cultural Cities" require in-depth study and excavation of the connotation and value of historical and cultural resources, clarify the principles and priorities of protection, strengthen the protection and utilization of historical and cultural resources, inherit and carry forward the excellent traditional Chinese culture, and tell Chinese stories well. Prepare the protection plan for famous historical and cultural cities and the protection plan of cultural relics protection units at all levels, formulate and strictly implement protection management regulations, and clarify the list of various types of protection objects and the content, requirements and responsibilities of protection.

The "Reply" requires that the relationship between urban construction and the protection of historical and cultural resources be correctly handled, the supporting policy of "archaeology first, then transfer" be formulated, attention is paid to the protection of urban pattern and style control, and the overall protection and systematic protection are strengthened; the protection and restoration of historical and cultural blocks is protected, the shortcomings of supporting infrastructure and public service facilities are made up, and the quality of the living environment is continuously improved; the repair and protection of cultural relics and historical buildings is strengthened, and the open use of cultural relics protection units is promoted, and the use value of historical buildings is fully utilized. It is forbidden to change the natural landscape and environment that are interdependent with the famous city, not to carry out any construction activities that are not in harmony with the environment and style of the famous city, and not to damage or relocate or demolish historical buildings without authorization. Further strengthen the implementation of responsibilities, and increase supervision and accountability in accordance with laws and regulations for acts that do not perform their duties and responsibilities, do not protect them effectively, and cause serious impacts on the historical and cultural value of famous cities.
