In March 2021, the Heli Branch of the Forest District Public Security Bureau of the Heilongjiang Provincial Public Security Department received a report that Ren Mouyong, Zhao Moumin, and other residents of the Heli Forestry Bureau were suspected of illegal hunting. The Heli sub-bureau immediately organized more than 30 police forces from the forest investigation, public security, and criminal investigation departments to carry out meticulous investigations into ren Mouyong's frequent Hongqi Hotel, residence, and unit dormitories, and seized 21 dead pheasants, as well as some wild animal furs and internal organs, in the cold storage of the Hongqi Hotel.
