△ Presided over the meeting of the Central Bureau of the CPC Soviet District held in Xiaoyuan, Ningdu. The meeting accepted the "Resolution of the Provisional Central Committee on the Four "Encirclement and Suppression" of the Imperialist Kuomintang and Our Tasks" and the instructions on the course of action, and decided to immediately mobilize urgently and take positive and rapid action, and before the Kuomintang army completed the encirclement, the main Red Army would first attack northward, selecting the enemy's weak points to break through each one, in order to crush the large-scale offensive of the Kuomintang army. In the course of the meeting, "a struggle against the tendency of the Central Bureau was waged, which had never been carried out before in the Central Bureau". The members of the Central Bureau of the Rear criticized the comrades in the front for showing insufficient estimation of the victory of the revolution and the strength of the Red Army, put forward the proposition of centering on preparation, stressed the need to strike in a timely and ruthless manner against this "main danger of rightward leaning waiting for the enemy to attack", criticized Mao Zedong in a concentrated manner, and proposed that Mao Zedong be recalled to the rear and be responsible for the work of the central government, while Zhou Enlai was responsible for the overall responsibility of the leadership of the war. In his speech, Zhou Enlai examined the comrades in the front "indeed have the concept of centering on preparation" and affirmed that the comrades in the rear central bureau "were right to concentrate their firepower against the tendency to wait."; at the same time, he also criticized the comrades in the rear for not understanding the enemy's large-scale offensive, pointed out that they were excessively critical of Mao Zedong, holding that "Zedong's accumulated experience over the years was more inclined to combat, and his interest was also in presiding over the war", "if he is in the front, he can attract him to contribute a lot of opinions and help the war", and insists that Mao Zedong stay in the front. To this end, it was proposed to choose one of the two methods: "One is that I am fully responsible for presiding over the war, and Zedong remains the forward assistant; the other is that Zedong is fully responsible for directing the war, and I am responsible for supervising the implementation of the action policy." But because most of the people present believed that Mao Zedong "did not admit and understand his mistakes enough, such as he presided over the war, he was prone to errors in political and operational policies." Mao Zedong also, unable to gain the full confidence of the Central Bureau, resolutely disapproved of the latter approach. The meeting adopted the first method proposed by Zhou Enlai and approved Mao Zedong to temporarily take sick leave to return to the rear, and if necessary, to the front.
