Later, the matter became big, and the imperial court sent Fan Zhongyan to strictly investigate the matter. Fan Zhongyan was lenient in his heart, believing that the thieves and bandits were powerful and the official government was indeed insufficient, and that replacing encirclement and suppression with co-optation was not a treacherous act, but an expedient measure to protect the people, which should be understood and forgiven. Fu Bi and Fan Zhongyan's personality are completely different, whether facing the Liaoxia foreigners or facing corrupt officials, he is jealous and hateful, and his attitude is tough, he believes that the governor of Shandong Prefecture and County is holding the imperial court but tolerating adultery, which is tantamount to colluding with bandits and plotting rebellion, and must be severely punished.
Because of the disagreement, Fu Bi and Fan Zhongyan had an argument in person, during which they were emotional and fierce. In the second year of the Qing calendar, Fu Bi negotiated with the Liao state on behalf of the Northern Song Dynasty, and finally reached a settlement agreement. However, the chancellor Lü Yijian omitted three points in the state book that bound the Liao and favored the Song. Lü Yijian had a festival with Fu Bisu, and Fu Bi believed that Lü Yijian had done it on purpose, in order to declare a personal vendetta and put Fu Bi to death, so he went to Song Renzong to file a complaint. Under such circumstances, Yan Shu, the old man of Fu Bi, stood up as a peacemaker and interceded for Lü Yijian: "Tanfu (Lü Yijian, the word Tanfu) will never do this, and he is afraid of misunderstanding his ears." Yan Shu believed that Lü Yijian would not intentionally change the national letter privately, believing that it was just an oversight and misunderstanding. Unexpectedly, Yan Shu's words made Fu Bi furious, and he scolded in public: "Treacherous and evil, the party Yijian deceives His Majesty!" This means that Yan Shu is a traitorous and evil minister, and the party and Lü Yijian have brought calamity to the country and the people and deceive the emperor. Well, Fu Bi once again put Tianliao to death, Yan Shu had words of suffering, Lü Yijian did not know, so even Song Renzong was speechless.
To be fair, Yan Shu is indeed accustomed to being a good old man and lacks some integrity, but he is by no means the "adulterous evil" in Fu Bi's mouth.
