Accused of embezzling 1.02 million yuan for meals, most of them bought a house and a car for their son
Wang Zhinong, 58 years old this year, born in April 1963, a native of Zhengzhou, joined the Communist Party of China in September 1985 and began working in August 1984.
After graduating from Zhengzhou Normal College majoring in physics, Wang Zhinong joined Xuchang No. 10 Middle School, was promoted to deputy secretary and principal of the party branch in July 1997, and served as the secretary and principal of the party branch in February 2002, until he stepped down in August 2018, serving as the principal of Xuchang Tenth Middle School for 21 years. On April 12 this year, Wang Zhinong was investigated and arrested according to law on July 6. A few days ago, the 12309 China Procuratorial Network published an indictment of Wang Zhinong suspected of accepting bribes, embezzling public funds, and embezzlement.
According to the indictment, from 2005 to 2018, Wang Zhinong repeatedly accepted a total of 353,000 yuan in cash from Zhang X, the contractor of xuchang Tenth Middle School canteen, most of which was received in his principal's office, and Zhang X was able to continue to contract the school canteen.
In August 2015, Wang Zhinong withdrew 500,000 yuan from the student meal expenses managed by the school and lent it to Yang X for personal use, after which Yang X returned 300,000 yuan; the remaining 200,000 yuan, Yang X, in accordance with Wang Zhinong's requirements, entered Wang Zhinong's bank personal account for personal consumption.
From December 2016 to September 2019, Wang Zhinong repeatedly arranged for school teachers to withdraw a total of 1.02 million yuan from the students' meal expenses, illegally appropriated for himself, of which 500,000 yuan was withdrawn to buy a house for his son; 130,000 yuan was withdrawn to buy a car for his son, and the rest of the embezzled meal expenses were spent on personal consumption.
Wang Zhinong has returned the stolen goods in full during the investigation stage. The procuratorate proposed that several crimes be punished together, and recommended that the defendant Wang Zhinong be sentenced to five years' imprisonment and fined 300,000 yuan.
Treat public money as your own "private bank"
Four days ago, on October 28, the State Supervision Commission of the Central Commission for Discipline Inspection published an article revealing the corruption case of Sun Weihu, the former party secretary of Jiangsu Jinshan Vocational and Technical College, similar to Wang Zhinong, who regarded the school as his independent kingdom and wantonly made money.
Sun Weihu, 64 years old this year, born in December 1957, a native of Yangzhong, Jiangsu Province, taught college culture by correspondence, began working in March 1975, and joined the Communist Party of China in June 1988.
Sun Weihu taught in many schools in Yangzhong County for many years in his early years, and after 38 years of work, he gradually grew from an English teacher to a deputy director of the Yangzhong Municipal Education Bureau. In 2013, because of his familiarity with vocational education, Sun Weihu was appointed as the party organization secretary of Jinshan Vocational and Technical College.
When he first arrived at the college, Sun Weihu faced many problems such as the disconnection of enrollment work, the loss of teachers, and the chaos of school management. Sun Weihu carried out drastic reforms, campus management was on the right track, and successfully passed the evaluation and acceptance of colleges and universities of the Provincial Department of Education. Sun Weihu fluttered up, as if he regarded himself as the savior of the college, and began to engage in "one word hall" and "paternalism" in the college. As he became more and more arbitrary in the affairs of the college, Sun Weihu's personal selfish desires also began to expand, and he regarded the college's enrollment, renting, bidding and other work as a good way to "get rich".
In the three years from 2016 to 2019, Sun Weihu has repeatedly accepted thank-you fees from Xiang Mou, who is engaged in enrollment business, totaling 430,000 yuan. At the same time, he also took advantage of the convenience of providing a college in Jiangsu with affiliation status, and successively accepted 400,000 yuan from Wang Mou, the operator of the college.
In addition to the "fat meat" of enrollment, Sun Weihu has also repeatedly accepted benefits from others in the external rent of college grounds and attached houses. When Sun Weihu was the head of the college's party organization, the only engineering project was the renovation of the college's small conference room. In order to seize this "only opportunity", Sun Weihu suggested that his friend participate in the bidding at a dinner, and after winning the bid, the friend gave him 30,000 yuan in order to thank Sun Weihu for providing engineering news.
He even used public money as his own "private bank", reimbursing the college for personal 60th birthday parties and mobile phone purchases in the name of greeting evaluations and teacher meals.
In September this year, the Zhenjiang Municipal Commission for Discipline Inspection and Supervision reported four typical problems of violating the spirit of the eight central regulations, and Sun Weihu, former party secretary of Jinshan Vocational and Technical College, was exposed for setting up a "small treasury" for daily reception in violation of regulations.
According to the notice, from August 2013 to February 2020, Jinshan Vocational and Technical College violated the regulations on the management of official receptions and purchased cigarettes for daily reception and exchange visits, totaling 103,700 yuan; the illegal establishment of "small treasury" to pay for reception and other expenses, a total of 150,800 yuan. In addition, Sun Weihu also accepted tobacco and alcohol, shopping cards, and cash from units and individuals outside the province for many times, totaling 94,700 yuan. Because there are other serious violations of discipline and law, in April 2021, Sun Weihu was expelled from the party, the proceeds of the violation were confiscated, and the suspected crime was transferred to the judicial organs for handling according to law.
