The principal of a school in Xuchang, Henan Province, was accused by the procuratorate of taking advantage of his position to take bribes on many occasions to help others contract canteens and to lend students meals to others. In addition, the principal also took 1.02 million yuan of student meals to buy a house and a car for his son's personal consumption.
On July 17 this year, an indictment released by the Weidu District People's Procuratorate of Xuchang City showed that the above-mentioned principal Wang Mounong was detained by the Weidu Branch of the Municipal Public Security Bureau on June 29 this year on suspicion of embezzlement, bribery, and embezzlement; on July 6 of the same year, he was arrested by the Weidu Branch of the Municipal Public Security Bureau and later prosecuted.
The indictment alleges that the defendant Wang Mounong, the former principal of a school in Xuchang City, accepted bribes totaling 353,000 yuan, embezzled 500,000 yuan of public funds, and embezzled 1.02 million yuan, involving a total of 1.873 million yuan.
After review, it was found that Wang Mounong illegally accepted a total of 353,000 yuan from Zhang Moumou on many occasions from 2005 to 2018, promising to provide assistance for the latter to contract the school canteen.
In August 2015, Wang Mounong took advantage of his position as principal to arrange for the school teachers to withdraw 500,000 yuan from the student meal expenses managed by the school and lend it to Yang Mou for personal use. On February 26, 2016, Yang returned 300,000 yuan. On December 15 of that year, Yang returned the remaining 200,000 yuan to Wang Mounong's personal bank account in accordance with Wang Mounong's requirements. But Wang Mounong appropriated the money for his own use for personal consumption.
Not only that, defendant Wang Mounong also used the student's meal fee to buy a house and a car for his son. On December 6, 2016, Wang Mounong arranged for school teachers to withdraw 500,000 yuan from the student meal expenses managed by the school to purchase real estate for his son; on October 10, the following year, Wang Mounong arranged for school teachers to continue to withdraw 130,000 yuan from student meals to buy a car for his son.
From October 25, 2017 to September 15, 2019, Wang Mounong repeatedly arranged for school teachers to withdraw a total of 190,000 yuan for students' meals for personal consumption.
The indictment states that during the investigation stage, Wang Mounong had returned the stolen goods in full.
The People's Procuratorate of Weidu District of Xuchang City held that defendant Wang Mounong, as a state functionary, took advantage of his position to illegally accept property from others, embezzle public funds, embezzle public property, and wang mounong was punished for accepting bribes, embezzlement of public funds, and embezzlement, and several crimes at the same time, and recommended that defendant Wang Mounong be sentenced to five years' imprisonment and fined 300,000 yuan. In accordance with the provisions of Article 176 of the Criminal Procedure Law of the People's Republic of China, if a public prosecution is initiated, please sentence it in accordance with law.
In addition, the attachment to the indictment shows that the prosecution also submitted to the court a total of 6 volumes of all case files and evidentiary materials, 1 copy of the "Plea Affidavit" and 1 copy of the Recommendation for the Application of Summary Procedure.
