The problem of peculiar smell of fresh pork slices in the canteen on October 16 reported by parents was simultaneously inspected by Kunming Food and Drug Inspection Institute and Yunnan Sanzheng Technology Testing Co., Ltd., a third-party professional organization, and the volatile basic nitrogen index of the batch of fresh pork slices (23.8mg/100g) exceeded the national standard (≦15mg/100g), and was judged to be unqualified. After investigation, the batch of fresh pork was slaughtered on October 16, and the quarantine certificate of origin and "two certificates and two chapters" were complete. In the early morning of the same day, after the machine slicing process, it was not treated for heat dissipation and packed in double-layer plastic bags, stored in plastic bags for nearly 4 hours, and placed in the canteen at room temperature for 5 and a half hours.
After investigation, according to the customs declaration form and the quarantine inspection certificate of imported goods, the production date of the batch of imported frozen beef is May 2024 and the shelf life is 2 years. The words "2015 SIF" on the package label are the registration number of the overseas manufacturer of imported food, not the date of production.

In August 2024, Changfeng School entrusted Yunnan Runsheng Property Service Co., Ltd. to contract the operation of the canteen, but failed to report to the higher education department as required. Changfeng School's examination and management of the business qualifications of canteen contracting enterprises are not in place, and there are problems of "managing by package" and "one package", and the management system is a mere formality. The principal of the school failed to fulfill the responsibility of the first person responsible for food safety, failed to equip food safety management personnel as required, and did not train employees in place.
After investigation, Yunnan Runsheng Property Services Co., Ltd. has a business license and a food business license, but the content of the food business license is only 2 items of pre-packaged food sales and bulk food sales, and there is no qualification to engage in catering services. In the process of canteen operation, the food safety management system is not in place, and the purchase inspection and food storage management are improper.
Disposition opinions
(1) To Changfeng School
- 1. Investigate the failure of Yunnan Jinnuo Education Investment Holding Group Co., Ltd., the organizer of Changfeng School, and the legal representative of the school to perform the main responsibility of running the school in accordance with the law.
- 2. Remove the principal of Changfeng School and the school's legal representative from office in accordance with laws and regulations.
- 3. Instruct Changfeng School to reorganize the board of directors in accordance with the law, revise and improve the articles of association of the board of directors, and strengthen the performance of duties and the operation of the school in accordance with the law. Guide schools to improve the implementation of democratic school governance systems such as faculty congresses, parent committees participating in decision-making on major matters, and open school affairs.
- 4. Order Changfeng School to establish and improve the campus food safety supervision mechanism, earnestly implement the school leadership meal system, and support the students' parent representatives to accompany the meal.
- 5. In accordance with the relevant provisions of the People's Republic of China Food Safety Law, Changfeng School shall be ordered to correct and given a warning for failing to perform its food safety management responsibilities in accordance with the regulations; A penalty of 100,000 yuan will be imposed on the school for operating substandard food.
- 6. The municipal and district education departments shall set up special classes for school-based work, strengthen guidance and inspection, ensure the normal order of education and teaching in schools, and ensure the quality of teaching and the stability of the teaching team.
