Liang Gonghao (October 19) telegraphed[2], transferred to Fengxi by Chief of Staff Ye. In the recent incident in northern Jiangsu[4], Germany and others have sent a telegram to Chen Weizuo.[5] The Lunan incident[6] also has complex causes that are well deserved. B. Regarding the land defense. The methods listed in the Central Committee's Reminder [7] case, in July and August, after being conveyed by Comrade Zhou Enlai, the morality and others should only obey the will of the Central Committee, and the subordinates should also be willing to go up. Most of the departments behind the enemy lines in central China were organized by the local people to defend their hometowns against the enemy, and they used the ancestral tombs of their ancestors to hide their parents' wives, hoping that they would ignore the cruelty of the enemy's rape and burning in front of them, and go to North China, which was very difficult. Since the Pingjiang Massacre and the Qishan Massacre[10], the families and left-behind personnel of the New Fourth Army in various places in the rear, such as Gannan, Western Fujian, Xianggan Border Region, Eastern Hubei, Western Anhui, and Southern Henan, have been destroyed and left behind. Now they want to move north in central China, and they are very afraid of looking for each other, so they all talk about the tiger's discoloration. Moreover, in north China, where water, drought, wind, insects, and the enemy are the five plagues of the same force, and the leaves are used as grain and the roads are facing each other, the military and people in this area have already felt very difficult to maintain, and some have asked those who have moved south, some have asked him to transfer, and the German and other parties have reluctantly stopped, telling them to support themselves bitterly, and it is really difficult to accommodate other troops. In this way, I asked Enlai to turn chen to the central authorities and asked for permission for all the departments in the south of the great river to still resist the war on the spot. Once the enemy is driven abroad, the war of resistance is victorious, and it is necessary to move on its own, so as to concentrate on the defensive area. I hereby send a telegram to move north within the time limit. De and others have repeatedly considered and believed that carrying out orders and subordinating to public opinion still ask the central authorities to take into account both. As for the regular troops in Jiangnan, De and others are trying to persuade them to take into account the overall situation and obey the orders to move north. He still pleaded with the Central Committee to grant a grace period in order to seek a deeper explanation so as not to provoke others and to re-add to the infinite sins of virtue. As for the troops in Jiangbei, they are temporarily exempted from transfer, and instruct them to strictly enforce military discipline, cooperate with friendly forces, step up their counter-offensive against the enemy, and cooperate with frontal combat, so as not to be excessive and divert to zhouzhang. De et al. have a deeply corrupt heart for this matter. If you want to take care of the whole place, you are afraid of disobeying the orders of the central authorities; if you want to obey the orders, you are afraid of losing the hearts and minds of the local people. And the victory of the War of Resistance depends on the belonging of the people's hearts, and the two princes are far-sighted and far-sighted, and they will not say anything about Hans. At present, at a time when rumors and rumors of treachery and hypocrisy are abounding, it is urgent to coordinate all sides to unify against the enemy and avoid the calamity of being taken advantage of by the enemy and summoning oneself to fall apart. We must not be too much of a frying force, provoke each other, and become a situation in which both sides lose and hurt, which is neither the original heart of the central authorities nor the original wish of violating morality. C. About the compilers. After hanging alone behind the enemy, in order to kill the enemy and achieve the strategic tasks entrusted by the commander-in-chief, the vocational army had to follow the principles shown in the Three People's Principles and the Program for the Founding of the War of Resistance against Japanese Aggression, arouse the masses, organize guerrilla units, and thus exceed the original establishment. D. About the replenisher. The enemy lines were arduous, as described above, and bullets and medical supplies were particularly scarce. The army has not been given a single shrapnel pill for fourteen months, and there are those who have only four or five bullets left in one shot, and those who have only applied medicine once or twice for one wound, so the battle is exclusively based on hand-to-hand combat, and the wounded are left to nature. Although he knew that the central authorities were also in a difficult situation, the special hardships of the military had to go up to Da Cong to listen, in order to seek help from Juan'e in the midst of difficulties. All other supplies have been listed on the table, and they are respectfully verified.

E. Concerning border areas. In the case of twenty-three counties in the Shaanxi-Gansu-Ningxia Border Region, the pending case was pending for four years. Near and around the border area, more than 200,000 troops were stationed in Tun, mobilizing the people and building a blockade line of five roads. From Ningxia in the west, along jingshui in the south, to the riverside in the east, stretching over several provinces, the scale is grand, spending huge sums of money, and building the Great Wall of Ten Thousand Miles. Young students and military personnel who came from afar to the north were either detained for assassination or imprisoned in concentration camps.
