In autumn, this town called Shrimp is full of peppers. Peppers produced in the nearest tens of kilometers and more than a thousand kilometers away are concentrated here. Guizhou, where the town is located, is a province with a large scale of pepper production and marketing in the country.

From pepper farmers busy picking peppers, to drying lines at full capacity, from pepper brokers with constant telephone calls to the stable and upward pepper index, all parties have summarized the good news: it is another pepper harvest year, the purchase price is stable and rising, with an average of 3.4 yuan per kilogram and an average income of more than 4,000 yuan per mu.

A land is thriving on spicy

Chili peppers, this red spicy fruit, thrive in the mountains of Guizhou with a green background, lighting up the countryside with a splash of bright red.

In Sotang Village, Meitan County, more than 20 kilometers from shrimp town in Xinpu New District, Zunyi City, Li Wei, the 42-year-old head of the cooperative, always rides a motorcycle through the fields.

From planting some chili peppers in front of and behind the house in the past to planting 50 mu of chili peppers by one person in 2018, to planting peppers on 500 mu of land this year, Li Wei led the people of Suotang to make the pepper business bigger and bigger.

"This year, dried peppers sold for 8 yuan a catty, which is equivalent to 2 yuan a catty of fresh peppers, of which each catty is paid to the picker 0.4 yuan." Li Wei said: "Filming, planting, weeding, harvesting, a day a worker more than 100 yuan, this year paid more than 200,000 yuan in remuneration." ”

Li Wei's expenditure is exactly the income of the villagers. When the peppers were harvested, most of the peppers in Suotang Village were middle-aged and elderly women, who did not delay the strong laborers to make money, increased the family income, and revitalized the slope farmland that had been planted with corn and deserted in the past.

Everyone in the village knows that li wei can earn tens of millions of yuan a year. Before he did not understand the laminating technology, he had to weed 4 times a year, and the weather was too dry for him to carry the sprayer around in the ground. "We can eat all the spicy, what is it like to eat a little bitter?" Li Wei often told the villagers.

Guizhou has a large number of pepper professional villages like Suotang. This is the epitome of Guizhou's establishment of a series of industrial special classes to help the development of characteristic agriculture and promote the adjustment of industrial structure in accordance with the mechanism of "one key industry, one work class and one technical team" in recent years.

The Department of Rural Industry Development of the Ministry of Agriculture and Rural Affairs issued the "National Rural Key Industries Guidance Catalogue (2021 Edition)" this year, guiding all localities to strengthen the convergence of rural industries with finance, finance, talents, land and other related policies, and determine the rural key industries guidance catalogue in accordance with the principles of county boundaries, rural resources, farmers-based, and integration of three industries.

This year, Guizhou planted 5.7 million mu of peppers, and the output of fresh peppers is expected to be 7.8 million tons, with an output value of more than 27 billion yuan. Looking forward to the "14th Five-Year Plan", Guizhou has established the goal of "an annual output value of more than 30 billion yuan for the pepper industry, more than 20 billion yuan for the secondary output value, and more than 50 billion yuan for the tertiary output value".

A city is born for spicy

Chen Shunguo, a 46-year-old native of Shrimp Town, has been in the chili pepper business for 28 years since he learned to do business at the age of 18.

"At first, I went to the countryside with my back on my back, collected peppers and returned to shrimp town to sell on the ground. At that time, foreigners could collect two or three thousand pounds of peppers at a time and ship them by train. Chen Shunguo recalled.

Later, Chen Shunguo rented a 100-square-meter façade at the farmers' market and earned 40,000 to 50,000 yuan a year. Now, his company leases more than 700 square meters of property in China Pepper City near the exit of Hangrui Expressway Shrimp Station, covering processing areas, trading areas, warehouses and office areas, handling more than 2,000 tons of peppers per year, driving the development of 60,000 mu of pepper bases, of which 12,000 mu are in Gansu Province.

There are two or three hundred merchants like Chen Shunguo in China's Pepper City. Every April, guizhou local peppers have not yet been listed, and fresh peppers from Hainan, Yunnan and other places are pulled here in a car, full of the spicy smell of dried peppers.

As a national pepper market, China Pepper City continues to improve service functions such as trading, processing and packaging, cold chain warehousing, logistics and distribution, financial services, and comprehensive supporting facilities, and currently has the conditions for delivery of pepper futures.

"The most important role of Pepper City is one is buffering, and the other is leverage." Fu Lu, general manager of Guizhou Jiaotong Agricultural Industry Development Co., Ltd., which develops and operates China Pepper City, said that dried peppers can be stored in cold storage for more than 3 years, and the 20,000 tons of cold storage in Pepper City has become a buffer warehouse when market demand changes suddenly; relying on financial services such as warehouse receipt pledges in Pepper City, peppers stored in cold storage are used as loan collateral, becoming a lever for merchants to expand sales channels and extend the industrial chain.

Guizhou is building the country's only chaotian pepper advantage characteristic industrial cluster. From the old dry mother who went abroad, to tens of thousands of small pepper workshops and millions of homemade pepper products, here is the veritable largest province of pepper products in the country, producing 9 series of more than 70 kinds of pepper products, of which oil pepper products account for 70% of the domestic share.

Guiding County, Qiannan Prefecture, is located on a number of railway and highway trunk lines, gathering 13 pepper processing enterprises, including Lao Gan Ma, Buyi Girl, etc. Jia Dengping, head of The Luyuan Food Factory in Guiding County, said that his pepper factory is very small, consuming 500 kilograms of dried peppers every day, starting from a workshop-style small and micro enterprise, and now there are laboratories and ozone disinfection packaging lines, and a number of online and offline distributors have been developed.

"Through the development of large-scale planting bases, unified varieties, unified seedlings, upstream, middle and downstream linkage, the pepper industry has blossomed from point to cluster development, and the ability to innovate and resist risks has been continuously improved." Zhang Hongling, deputy county magistrate of Guiding County, said.

An index smells hot

There are many varieties of peppers, including finger peppers, bead peppers, line peppers, bullets, bell peppers, two thorns, full of stars, etc., there are bright peppers divided by color, and there are chaotian peppers divided by fruit pointing. In recent years, Guizhou has selected and bred 183 new varieties of peppers such as "Qian spicy" and "Qian pepper", and more than 120 varieties have been introduced and screened.

"There are many varieties, the price is chaotic, and there is no bottom in the heart of planting peppers." Li Wei said that as a grower, what he is most worried about is that the price will be stable in the coming year.

At the end of 2018, the Information Center of the Ministry of Agriculture and Rural Affairs and the Department of Agriculture and Rural Affairs of Guizhou Province launched the China Zunyi Chaotian Pepper (Dried Pepper) Wholesale Price Index. As the country's first provincial and ministerial jointly built characteristic agricultural product price index, it reflects the price trend of the pepper market after it is launched, so that the transaction gradually realizes "knowing what is in mind".

In 2020, after full demonstration, on the basis of the Zunyi pepper index, the wholesale price index of three peppers of origin was added, enriching and improving the varieties of the origin and sales index, and jointly constituting the Chinese dried pepper series price index, and basically achieving the coverage of important domestic pepper varieties at present, and regularly sampling and collecting prices in major pepper markets across the country.

After the Spring Festival in 2020, the price index of China's dried pepper series ushered in a sharp decline. Industry analysts believe that this is because in 2020, due to the impact of the new crown pneumonia epidemic, the catering industry is very cautious in purchasing peppers, some traders did not expect the duration of the epidemic to be stocked according to the custom, and pepper production across the country has increased. Due to the better control of the domestic epidemic situation, the demand for terminal peppers has gradually recovered, and the pepper index has been oscillating upwards since the beginning of this year.

Now, Pepper City irregularly holds indices, futures, finance and other knowledge training for pepper brokers to improve their ability to hedge risks according to changes in market information. Chen Shunguo said that with the chili pepper index, all parties to the transaction have a price to rely on, according to the price of the quality, according to the quality of the price.

"The pepper price index is an important carrier for the high-quality development of pepper, providing a weather vane and barometer for government supervision and trade decision-making according to changes in market information." Wang Jian, head of the operation department of China Pepper City Platform, said that with reference to the price index Pepper City, it has realized a variety of financial extension businesses, and served pepper farmers and pepper merchants and pepper enterprises through order planting, warehousing and logistics.

"Aiming at the goal of 'Zunyi pricing, distributing globally' of dried peppers, we constantly tell brokers that it is not enough to earn the difference between buying low and selling high, and we must work together to create standard products and well-known brands, and connect the countryside into the vast world of finance, the Internet and big data." Fu Lu said.

Guizhou Dadi, from the pepper import place hundreds of years ago due to lack of salt and "pepper instead of salt", to pepper products exported to Sichuan, Xiangyu, the Pearl River Delta, the Yangtze River Delta and overseas 108 countries and regions, the export of "spicy world" culture, has become an important part of the influence on pepper trade and index, the consensus of all parties is: rural revitalization must find the advantages, find the right way, a pole to the end.
