In the face of a complex and severe domestic and foreign environment, Tianjin achieved a good GDP growth of 8.6% in the first three quarters. From the perspective of the transformation of new and old kinetic energy, including the rapid development of emerging service industries, modern manufacturing and high-tech industries, it is a key factor leading the economic development of our city. Therefore, accelerating the gathering of new kinetic energy, especially promoting the deep integration and development of the digital economy and the real economy, is the fundamental way to achieve high-quality economic development in our city.
Judging from the practice of cutting-edge urban development, unlike traditional industrial parks and high-tech parks, the new economy and new kinetic energy represented by the digital economy are mainly gathered in new innovation zones. The new innovation zones are generally located in urban centers and sub-central areas with superior transportation, business and living environments. Through urban renewal and transformation, new innovation zones are increasingly becoming spatial carriers for the development of the digital economy.
After efforts in recent years, Tianjin has emerged a prototype of a new type of innovation zone represented by the new Badali area. Since the planning and construction in May 2019, making full use of the World Intelligence Congress platform and through the introduction of the JD Cloud Innovation Ecological Enterprise Community, 353 digital enterprises in the New Badali area have been quickly settled and gathered. Scientific urban renewal and transformation plans, superior transportation and business life supporting environments, and close cooperation between government departments are the keys to the successful realization of the new kinetic energy gathering development in the new Badali.
The new Innovation District was the first to appear in the City of Science and Technology in East London, UK. As the engine of the transformation and upgrading of the city of London at this stage, since the formal planning and construction of the East London Science and Technology City in 2011, relying on Internet platform enterprises including Google, in just 5 years, it has gathered 1600 digital enterprises, becoming a new innovation area where digital enterprises, including financial technology, artificial intelligence, new retail and digital trade, and digital creative enterprises, and also making the East London Science and Technology City the fastest growing technology hub in Europe.
In the process of the rise and development of the digital economy, new innovation zones represented by Beijing Haidian, Shanghai Zhangjiang, Shenzhen Nanshan and Hangzhou Yuhang have rapidly emerged in China, becoming the engine of urban and regional economic transformation and upgrading. With the accelerated integration of the digital economy and the real economy, a number of new innovation zones have also emerged in modern manufacturing cities, including Dongguan, Foshan and Suzhou. In particular, Dongguan City, relying on Songshan Lake, has promoted the symbiosis and integration of the fourth industrial revolution and urban economic transformation and upgrading through the construction of a new innovation zone, and rapidly transformed from a modern manufacturing city to an innovative city.
The new innovation zone has five basic characteristics:

Guided by the industrialization of digital and intelligent technology, that is, the leading industry is the digital and artificial intelligence industry;

Cyberspace is dominant. Fundamentally different from industrial parks and traditional innovation zones, the new innovation zones rely on Internet platform enterprises to build and create unlimited cyberspaces in a small physical space;

Take data and computing as key assets and strategic resources to realize the value of data assets and value creation;

Have a well-established innovation ecosystem. The innovation subjects of the innovation ecosystem include not only enterprises, but also governments, universities and research institutes, intermediary organizations, incubation organizations and customers;

The new innovation zones are generally located in the urban center and sub-central area with superior business facilities and living environment.
Accelerating the planning and construction of new innovation zones through the renewal and transformation of urban central areas and sub-central areas is the key to Tianjin's gathering and releasing new momentum to promote high-quality economic development. First of all, select areas with good conditions to take the lead in planning and building new innovation zones. Secondly, in the planning and construction of new innovation zones, combined with the actual economic development of each district and the introduction of resources, actively open up application scenarios. In particular, the "pain points" in regional economic and social development are opened up as key application scenarios, creating conditions for commercialization for the introduction of digital economy innovation resources. Third, sort out the key enterprises of digital transformation in each district and help them formulate digital transformation development strategies. In particular, we will formulate targeted digital transformation plans for terminal products and services, retail and wholesale and logistics enterprises, and promote the transformation and upgrading of enterprises into industry-enabled platforms.
