Born in September 1899 in Xinchang County, Zhejiang Province, Comrade Liang Baitai joined the Socialist Youth League in 1920 and became a member of the Communist Party of China at the End of 1922 at the Oriental University in Moscow. After graduating in 1924, he engaged in the Chinese workers' revolutionary movement in the Far East of the Soviet Union for a long time. In 1931, he secretly returned to China to participate in the domestic revolutionary struggle. After the establishment of the Provisional Central Government of the Chinese Soviet Republic chaired by Comrade Mao Zedong, Comrade Liang Baitai has been engaged in judicial work of the Provisional Central Government, successively serving as deputy director of the Judicial People's Commissar of the Provisional Central Government, deputy minister and acting minister of internal affairs, member of the Provisional Supreme Court, provisional chief procurator, and judicial people's commissar. In October 1934, the main force of the Central Red Army Long March, Comrade Liang Baitai stayed in the Central Soviet Area to persist in the struggle, in March 1935, unfortunately wounded in the breakthrough and arrested, soon after being killed by the enemy "shoveling communist regiment" in Dayu, Jiangxi.

Comrade Liang Baitai was an early "red law expert" of the Communist Party of China, a pioneer and founder of the people's legal system and people's justice, and the first procurator general of the red regime, and made important contributions to the construction of the red regime. In his limited life, Comrade Liang Baitai stubbornly struggled for the Chinese revolution and bowed to the cause of the legal system and judicial procuratorate, and was an outstanding representative of the CPC who never forgot his original intention and kept his mission firmly in mind. Comrade Liang Baitai's outstanding contributions are deeply engraved on the historical monument of the party's cause; Comrade Liang Baitai's lofty spirit is always worthy of study and inheritance by every communist and every procurator.

This year marks the 100th anniversary of the founding of the Communist Party of China and the 90th anniversary of the founding of the people's procuratorial system under the party's absolute leadership. At this historic moment, to solemnly commemorate Comrade Liang Baitai, we must look back at and trace the historical footprint of the CPC in leading the people to explore and build the judicial system, and understand and inherit the "red gene" born of the people's judicial and procuratorial systems from the short but glorious course of Comrade Liang Baitai's life and from the outstanding meritorious deeds that Comrade Liang Baitai has made for the cause of the party, especially for the people's legal system.

At present, China's great development and the world's great changes are intertwined and mutually exciting, and our country is at the beginning of the comprehensive construction of a socialist modern country, and at the time of the superposition of the century-old changes and the century epidemic, the development environment continues to undergo profound and complex changes. Especially in the new stage of development, in the face of the higher requirements of high-quality development for high-level rule of law guarantees, and in the face of the new needs of the people in terms of democracy, rule of law, fairness, justice, security, environment, etc., judicial procuratorial work must keep up with and adapt to the requirements of the development of the situation, inherit and carry forward the revolutionary spirit and lofty style of the revolutionary ancestors and pioneers of the rule of law, educate and encourage the rule of law people and judicial procurators in the new era, under the guidance of Xi Jinping Thought on the rule of law, and solidly take the new long march of the rule of law cause and the judicial procuratorial cause. Add greater impetus to the party's cause that has been flourishing for a hundred years.

-- To commemorate Comrade Liang Baitai, we must feel and practice his lofty character of firm faith and loyalty to the party. Comrade Liang Baitai entered the Xinchang Zhixin Higher Primary School at the age of 16, wrote "Husband's Oath to the State", and made the grand wish of "putting his body into the country, doing his best to take on state affairs and protect the country, and not forgetting the public with selfishness"; at the age of 22, he went to Russia to study, and also wrote that "the boy is determined to go out of the mountains and the countryside, and the road to the country is long." In 1931, at the age of 32, Liang Baitai returned from the Soviet Union when the Chinese revolution needed it, did a lot of pioneering and basic work for the design of the political system and legislative and judicial undertakings in the early days of the Communist Party of China, and used his life to fulfill the Zhengzheng oath of "shedding the last drop of blood for the Soviets". The Chinese Soviet Republic was the first nationwide workers' and peasants' power established under the leadership of the Communist Party of China. Since its inception, this Red regime has been under the shadow of white terror. In an extremely dangerous environment, the Chinese Communist Party tried from the very beginning to use the legal system to lead and manage the Red regime. Comrade Liang Baitai systematically studied and mastered Soviet law and had practical judicial work experience; for more than three years after returning to China, he served as a member of the Constitution Drafting Committee and director of the Decree Drafting Committee, and successively drafted more than 10 Soviet laws and regulations such as the Outline of the Constitution, the Election Law, and the Marriage Law, forming a set of Chinese Soviet legal systems that had begun to take shape and had distinct class characteristics and characteristics of the times. Today, 90 years later, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core and under the guidance of Xi Jinping Thought on the Rule of Law, the Socialist rule of law system with Chinese characteristics has been improving day by day, and the construction of a socialist rule of law country is changing with each passing day. To meet the new needs of the people's rule of law, "people-centered" is the eternal driving force for judicial procurators to perform their duties wholeheartedly. Procuratorial organs at all levels and the vast number of procuratorial personnel should study and practice Comrade Liang Baitai's belief in and adherence to the rule of law, base themselves on judicial procuratorial posts, provide the people with better and more practical rule of law products and procuratorial products, and contribute to deepening the comprehensive rule of law and building a socialist rule of law country with a higher level.

-- To commemorate Comrade Liang Baitai, we must feel and practice his pioneering spirit of daring to be the first and daring to innovate. While practicing revolutionary legislative work, Comrade Liang Baitai, together with Dong Biwu, He Shuheng, and other comrades, founded the judicial organs of the Soviet Union, led the judicial work, built a basic framework for the people's judicial system with the judicial administrative system, the judicial system, the procuratorial system, and the prison system as the core contents, and initially established a relatively complete proletarian revolutionary judicial system. During his time in the Central Soviet District, he created the Ministry of Adjudication as a judicial provisional body. The Outline of the Constitution of the Chinese Soviet Republic, in which Comrade Liang Baitai participated, clearly stipulates: "All workers, peasants, soldiers of the Red Army, and all toiling people and their families in the sphere of Soviet power are equal before Soviet law, regardless of gender, race or religion." This is the historical source of the constitutional and legal principle that the CPC has always adhered to, that "everyone is equal before the law." In judicial work, Comrade Liang Baitai, in his "Instructions on the Work of the Judicial Organs," proposed that "the primary and concurrence of the counter-revolution should be clearly distinguished" and that "the leaders of the counter-revolution should be punished with heavy punishments, and the counter-revolutionary accomplices should be lightened." "This is the historical source of the party's criminal policy of blending leniency with severity." Our revolutionary ancestors were able to put forward these advanced rule of law and judicial concepts that are still firmly pursued today during such a difficult and complicated revolutionary war era, and judicial procurators in the new era have the responsibility to carry them forward. Over the years, procuratorial organs at all levels and the vast number of procuratorial personnel have consciously explored ideas and methods from Xi Jinping Thought on the Rule of Law, adhered to a win-win and win-win situation, adhered to an objective and fair stance, and implemented the judicial policy of less arrest, cautious prosecution and prudent detention, and strived to let the people feel fairness and justice in every judicial case. The law and the times turn to rule, and the rule and the world are meritorious. Procuratorial organs at all levels should take Liang Baitai and other revolutionary ancestors as an example, and with the tenacity of always being on the road, do a good job in updating and implementing the concept of judicial procuratorate without stopping.

-- To commemorate Comrade Liang Baitai, we must understand and practice his fine style of seeking truth from facts and strictly exercising self-discipline. Comrade Liang Baitai firmly pursues the revolutionary principle of seeking truth from facts. He repeatedly warned judicial cadres at all levels: "Only cadres who seek truth from facts are good cadres, and cheating is not only a matter of general style, but also a kind of corrupt behavior that has brought calamity to the country and the soldiers, and we must resolutely stop it." In his short revolutionary career, Comrade Liang Baitai was consistent in his words and deeds, and always maintained the true character of a public servant of the people, selfless and fearless, promising the party and the country, and strictly self-discipline. He wrote in his diary: "He will respect himself and become a man of rules." He joined the revolution at the age of 20 and died heroically at the age of 36, and enjoyed a high prestige and respect among the broad masses of the Soviet Union. Comrade Liang Baitai's fine work style is always worthy of being studied and practiced by procurators in the new era. In the course of studying and conducting education in party history, procuratorial organs at all levels should closely integrate the education and rectification of the contingent of political and legal personnel, educate and guide the broad masses of procuratorial personnel to inherit and carry forward the party's fine traditions and work style, tell the truth, do honest things, and be "disciplined" people, build a solid ideological defense line against corruption and degeneration, and always maintain the true colors of arduous struggle and honesty and honesty.
