After the Wuchang Uprising, a wave of independence was set off in all provinces across the country. In these independent provinces, there were revolutionaries who planned uprisings and became independent, consultative bureaus set up by the constitutionalists to seek independence, and some of the inspectors and governors of the Qing government itself directly declared independence. And there are two provinces that are the most peculiar, that is, Shandong and Anhui.

The reason why Shandong and Anhui are peculiar is because the governors of these two provinces are essentially unwilling to be independent, but they finally have to declare independence for various reasons. The main reason for Shandong's independence was that there was a rumor circulating at that time that the Qing government had borrowed three million taels of silver from the Germans to take all the land in Shandong to pay off the debt. This news greatly frightened the officials and people of Shandong, and directly set up a "security association", elected Xia Junpu as the president, and prepared to declare independence and not mix with the Qing government. At that time, Sun Baoqi, the governor of Shandong, saw that the people's grievances were boiling, and knew that he could not stop it, so he had to go to the Qing government, hoping to allow himself to act cheaply and first follow the people's will. With the permission of the Qing government, Sun Baoqi declared independence and made himself the governor of Shandong. However, after the situation in Shandong stabilized, Sun Baoqi immediately canceled independence.

Anhui's independence was even more tortuous than Shandong's, and the anhui governor not only did not want independence, but also fought with the rebel army, and later changed his mind and declared independence. As for why this is the case, we have to start with Zhu Jiabao, the inspector of Anhui. Zhu Jiabao was a native of Yunnan, who entered the army in 1892 (the eighteenth year of Guangxu) and successively held the positions of Zhixian and Prefect. When Yuan Shikai was serving as the governor of Zhili, he was very appreciative of Zhu Jiabao, and he took the opportunity to throw himself under Yuan Shikai's door. In 1906, the new army of the six towns of Beiyang was trained, and Yuan Shikai held a heavy army, which was suspected by the Manchu Qing ministers, and had no choice but to hand over the military power. However, at the same time as handing over military power, Yuan Shikai also exerted his skill to make the three eastern provinces into the same governor and inspector system as the inland provinces, with Xu Shichang as the first governor of the eastern three provinces, Tang Shaoyi as the first Fengtian inspector, Zhu Jiabao as the first inspector of Jilin, and Duan Zhigui as the first inspector of Heilongjiang. These four were naturally the right-hand men of Yuan Shikai's faction, and through this operation, Yuan Shikai was able to control the three northeastern provinces.

The Inspector of Jilin was a turning point for Zhu Jiabao, and he began to serve as a major member of the party. In 1908, Zhu Jiabao was transferred from Jilin to Anhui as the inspector of Anhui. At that time, Anhui was one of the important base areas of the revolutionary party, and under the propaganda of revolutionary organizations such as the Guangfuhui, a large number of revolutionaries in the new army were members. With the failure of Xu Xilin's army in 1907, the revolutionary party in Anhui was also severely damaged. Under these circumstances, the revolutionaries still did not give up, and they once again launched another uprising in 1908 under the leadership of Xiong Chengji. The rebellious new army once advanced to Anqing, but was eventually suppressed because it was outnumbered. By suppressing the revolutionary party uprising, Zhu Jiabao was increasingly reused.

After the Wuchang uprising, because Anhui was adjacent to Hubei, Zhu Jiabao immediately felt that the situation was not good, and quickly issued bullets to all the troops under his command, ready to prevent the revolutionaries from attacking at any time. At the same time, in order to inquire about the situation in Hubei, Zhu Jiabao sent his staff member Sun Faxu to Wuchang so that he could respond at any time. However, not long after the bullet was fired, Zhu Jiabao regretted it, because he suddenly remembered that there were also many revolutionary parties in the Anhui New Army, and although he had suppressed several uprisings before, there was no guarantee that the remaining people would not be revolutionaries. Sure enough, news soon began to circulate in Anqing, saying that the Anhui New Army was preparing to revolt in response to Wuchang. At this moment, Zhu Jiabao panicked and quickly collected the bullets again.

The Anhui New Army was indeed planning to raise troops, and on the night of October 30 they launched a mutiny and launched an onslaught on Anqing from all sides. However, because Zhu Jiabao had collected all the bullets before, the new army had no bullets, and there was no internal response in the city, so it was always impossible to break the city, and it could only disperse at dawn. Zhu Jiabao saw that the new army was already in chaos, and the next day quickly gathered all the new troops, each of whom was given six silver dollars, and then asked everyone to hand over their weapons and uniforms and go home.

Although the new army was disbanded, no one could guarantee that these people would continue the uprising, and the city of Anqing was still in chaos. In desperation, the Anhui Consultative Bureau had to convene a meeting to discuss a solution. In the end, the members of the Consultative Council unanimously agreed that Anhui would also be independent, so they approached Zhu Jiabao, hoping that he could serve as the governor of the Anhui military government and lead Anhui to independence. Zhu Jiabao, who considered himself an official of the Qing court, certainly did not agree to independence, said: "Since I am an official of the imperial court, I must serve the imperial court, and if there is an enemy to attack, I will definitely coexist and die with Anqing." Don't try to persuade me anymore, or Hugh will blame me for not being polite. The crowd saw that the persuasion was not possible, so they scattered.

Unexpectedly, after only a day, Zhu Jiabao called all the members of the Consultative Bureau back, saying that he would conform to the will of the people, establish an Anhui military government, and formally break off relations with the Qing court. This confused everyone in the Consultative Bureau, and they thought that Zhu Jiabao was testing them. Who knew that Zhu Jiabao was really playing really, not only let them immediately meet to discuss the establishment of a military government, but also summoned the new army that had been disbanded before and converted them into the People's Army. In fact, Zhu Jiabao did not suddenly figure it out, but he received a telegram from his old friend Yuan Shikai, asking him to pretend to be independent and watch the wind for a while, which led to the scene of Anhui independence. On November 8, the Anhui military government was officially established, and Zhu Jiabao made himself the governor of Anhui.

Anhui has just become independent, and the news from Hubei over there has also come, and it is not Sun Faxu who came, but a man named Wang Tianpei. In fact, Zhu Jiabao could not wait for Sun Faxu, because Sun Faxu made friends with Hu Ying, a member of the alliance, shortly after he arrived in Wuchang. Sun Faxu was appointed by Li Yuanhong as an adviser to the Hubei military government at the recommendation of Hu Ying, who was able to take care of Zhu Jiabao. As for Wang Tianpei, he was sent by the Hubei military government to make him the governor of Anhui.

Of course, Zhu Jiabao was unwilling to give up his position as the governor of Anhui, and coupled with the opposition of the local soldiers and civilians in Anhui, he took the opportunity to send troops to drive away Wang Tianpei and his party. Although Wang Tianpei was gone, Huang Huanzhang came immediately. Huang Huanzhang, originally stationed in Jiujiang, was sent by Ma Yubao, the governor of Jiangxi, to anqing with the Gan army to assist in Anhui's "independence". Soon after arriving in Anqing, Huang Huanzhang heard that Zhu Jiabao had sent money to the new army, so he also asked Zhu Jiabao for money. Of course, Zhu Jiabao refused to give, and as a result, it attracted Huang Huanzhang's attack. In a panic, Zhu Jiabao did not want to organize resistance at all, and fled back to Beijing that night over the city wall.

Although Anhui was lost, fortunately, the old boss Yuan Shikai soon came out of the mountain, and Zhu Jiabao was not only not held responsible, but became a member of the new parliament. After the death of Zhao Bingjun, the governor of Zhili, Zhu Jiabao replaced Zhao Bingjun as the governor of Zhili. When Yuan Shikai was preparing to restore the imperial system, only Zhu Jiabao and Ni Sichong, the governor of Anhui, supported all the governors of the country. After the failure of Hong Xian's restoration, Zhu Jiabao was not punished, and was still appointed by the new president, Li Yuanhong, as the governor of the province directly under him. Unfortunately, although he had failed once, Zhu Jiabao's intention to restore the imperial system in his heart still did not die, and he turned to Zhang Xun.

After the restoration of xuanun, Duan Qirui lived in Tianjin, because he did not have soldiers and horses in his hands, he immediately wanted to find Zhu Jiabao, the governor of Tianjin, and Yang Yide, director of the Tianjin Police Department, to help him enter Beijing to suppress the rebellion. In fact, Zhu Jiabao and Yang Yide had already fallen to Zhang Xun at this time, and accepted the pseudo-post appointed by Xuan Tong, who was interested in taking care of Duan Qirui. What is more interesting is that after Zhu Jiabao was appointed as the Shangshu of the Ministry of Civil Affairs, according to the custom of the Qing court, he needed to bow to Xie En. However, because he had not performed three prayers and nine prostrations for a long time, coupled with his age, Zhu Jiabao could not get up for a while after kneeling down, and finally relied on the people around him to pull him up. All this made Zhu Jiabao feel very humiliated, in order not to make this mistake again during the future worship, so he began to practice three prayers and nine kowtows at home, and as a result, his legs and feet were weak.

Unfortunately, Zhu Jiabao did not expect that Duan Qirui had already sworn an oath at the horse factory and began a counter-attack on Zhang Xun, and the three prayers and nine percussions he practiced were no longer needed. However, Yang Yide reacted relatively quickly, and in order to atone for his sins, he immediately led his troops to drive away Zhu Jiabao. Because Zhu Jiabao participated in the restoration, he could not stay in China any longer, so he had to flee to Japan for refuge. Seeing that not only did he not become a Minbu Shangshu, but even the position of governor directly subordinate to him was lost, Zhu Jiabao could not help but feel sad from it, and in his later years he could not help but sigh to the people around him: "This world is too complicated, the revolutionary republic harms me not shallow, the restoration of the imperial system also harms me, and neither of these things is a good thing." ”
